There is commotion in every village regarding reservation of seats, claimants lose their sleep

The activities for Panchayat elections 2026 have intensified in Uttar Pradesh. From the village chaupalas to the political corridors, the biggest discussion is about which class will be reserved for the main seat of their village this time. There is a provision for reservation up to a maximum of 27 percent for backward classes (OBC) in Uttar Pradesh Panchayat elections.

This time, reservation for the seats of Village Head, Area Panchayat Member (BDC) and District Panchayat Member will be decided on the basis of the report of the Backward Class (OBC) Commission. In such a situation, along with the potential candidates, the eyes of the common villagers are also fixed on the Commission's report and the upcoming reservation list. Due to change in the status of reservation, there is bound to be a major change in the election mathematics and strategy of many veterans.

Mathematics of SC and OBC seats: Will the basis change?

The number of seats reserved for Scheduled Castes (SC) and Other Backward Classes (OBC) at the Gram Panchayat level is decided in proportion to the total population of the respective Panchayat area. There is a clear provision in the Panchayati Raj Act that reserved seats will be allotted to different areas on the basis of rotation system.

This simply means that the seat for which the class was reserved in the last Panchayat elections of 2021, will not necessarily remain with the same class this time too. Even in the 2021 elections, the government had given priority under the rotation formula to those seats which were never reserved in the previous elections.

How many seats will women get?

Special reservation system is in place to ensure participation of women in Panchayat elections. According to law, at least one-third (33 percent) of the total seats are reserved for women.

Additionally, at least one-third of the seats reserved for SC, ST and OBC categories are also reserved for women of the same category. The allocation of these seats is also done on the basis of rotation. The special thing is that women's reservation is not limited only to separately earmarked seats, but it is also applicable within all reserved categories.

Real meaning of general (unreserved) seat

After the entire process of reservation is implemented, the seats which do not come under SC, ST, OBC or women category are called general i.e. unreserved seats.

Often people have this misconception that only people from the general category can contest elections on general seats. However, it has been clarified in the law that SC, ST, OBC and women can also stake claim on unreserved seats. That is, general seat means 'seat open to everyone'.

Why is everyone's special attention on OBC reservation this time?

The legal process to decide OBC reservation in the 2026 UP Panchayat elections is at a very important juncture. In June 2026, the Allahabad High Court had given the last chance to the Uttar Pradesh government to submit the final report of the Backward Classes Commission related to OBC reservation of Gram Pradhan and Gram Panchayat members. Now the new reservation list of districts, blocks and gram panchayats will be released on the basis of the recommendations and new data of the Commission.

What is your advice for future candidates?

Till the release of the official list of reservation, prospective candidates should keep an eye on the old reservation status, population figures and administrative records of their village. However, it may be wrong to assume that this time's reservation is confirmed just by looking at the trend of the last elections, because there may be a change in the category of seats under the rotation rules. It would be wise to wait for the official reservation list from the State Election Commission (SEC) before arriving at any conclusion.
