The Yogi government of Uttar Pradesh has given such a big decision regarding Gram Panchayats, which has increased the heartbeats of the outgoing village heads of the state. In fact, after the tenure of the village heads ended, the government had appointed him as the administrator, with which the heads were very happy. But now the Panchayati Raj Department has issued very strict and new guidelines regarding this system. As soon as these new rules came into light, all the enthusiasm of the heads has now turned into worry.
According to the new government order, the village head who has been made administrator will no longer be able to start any new development work on his own will nor will he be able to spend new money from the Panchayat fund. For this, they will first have to take the green signal from the head of the district i.e. District Magistrate (DM). This new decision has directly curbed the rights of village heads.
As an administrator, only these works will be approved
It has been made clear in the new guidelines that the head who has become an administrator will be able to make payment from his level only for those old and already ongoing development works which are already approved. If any new scheme is to be started in the village, any type of government purchase is to be made or any new construction work is to be undertaken, then written permission of the District Magistrate has been made mandatory for the same. This new rule has now become a big headache for the heads who were celebrating the extension of their tenure.
Tenure ended on 26th May, new order changed the game
For your information, let us tell you that there are a total of 469 gram panchayats in Banda district of Uttar Pradesh. The tenure of all these Gram Panchayats had ended on 26th May. After this, the responsibility of administrator was handed over to the outgoing Pradhans from May 27 itself. At that time, the heads and their representatives thought that the work of the Panchayats would continue as smoothly as before, but the new order of the Panchayati Raj Department has completely changed the game.
According to the order issued by the department, administrators will be able to make payment only for already approved, under construction or completed works. To start any new work, a complete proposal will have to be prepared and sent to the DM through the District Panchayat Raj Officer (DPRO). Work on the ground can be started only after getting the final approval from the DM. This means that now any new work in the village like kharanja, drain, interlocking, hand pump or anything else will be done not as per the wish of the Pradhan, but on the orders of the District Magistrate. Not only this, if necessary, investigation of the proposed works can also be done.
Complete ban on policy decisions, crackdown on misuse of funds
The government has also made it completely clear that Pradhan will not be able to take any policy decisions while holding the post of administrator. If any special or urgent matter comes up in the village, its file will also be sent to the DM through the DPRO. Actually, the government has implemented this strict system so that any kind of misuse of government funds can be prevented before the upcoming Panchayat elections and complete transparency can be maintained in all administrative works.
Now the key of ‘village government’ will be directly in the hands of the District Magistrate
With this strict action of the government, it has become clear that now Pradhan, who has become an administrator, will not be able to take even a step forward without the permission of the DM. This means that now the real key of the village government has directly reached the hands of the administration and DM. The Pradhans were hopeful that even after becoming administrators, their powers and powers would remain the same, but now they would have to keep visiting the doorsteps of government offices even for the smallest new work.
On this entire matter, DPRO of Banda Rajendra Prasad said that under the instructions of the government, it has now become very important to take permission from the District Magistrate for starting new schemes, purchases or new development works. Any new work can be started in the villages only after the final recommendation and investigation of the DM.
