Lucknow, October 29, 2026: 'Regime change' The rules for character verification for getting a government job have been made more stringent in Uttar Pradesh. It has been clarified by the state government that those whose names have come up or cases have been registered against them for taking part in any kind of violent protests in the state for 'regime change' may face difficulty in getting government jobs.
Candidates selected for state government services in Uttar Pradesh can now be given provisional appointment letters before the verification of character and past details is completed. However, it will be mandatory to conduct detailed investigation before appointment to sensitive and security related posts. Candidates involved in some serious crimes will be considered ineligible for government jobs. State Chief Secretary M. Devaraj had issued a new policy in this regard on Wednesday.
New system of character verification
Under this policy, a uniform system will be implemented for direct recruitment appointments in government departments as well as corporations, councils, educational institutions, autonomous institutions, undertakings, panchayats and local bodies. The already pending cases will also be resolved on the basis of this policy. All concerned officials have been instructed to strictly follow this policy. The appointing authority will send the complete details of the candidate to the Director General of Police (Intelligence), the District Officer of the home district and the District Officers of the districts where the candidate has resided for more than one year in the last five years.
character verification process
The District Officer will receive the report from the District Police Chief and send his report to the appointing authority. In normal cases, the police and local intelligence units will investigate on the basis of their records. For this, there will be no need for personal presence of the candidate, questioning or additional documents. In special cases, on-site investigation can be conducted on the orders of the appointing authority. If the police report is adverse then the District Officer will give the candidate an opportunity to present his/her side. Opinion will also be taken from the police department of the concerned state or union territory in the verification of candidates who have stayed in other states for the prescribed period.
Candidates will have to state in the application and self-declaration whether they have ever been arrested or not, whether any case is pending against them and whether any court has convicted them or not. Apart from this, details of dismissal from previous job and being banned by any commission or board for using inappropriate equipment will also have to be given. If information is hidden then the appointment can be cancelled.
The person already appointed will have to be given an opportunity to present his side. However, despite not mentioning any criminal case or arrest in the application, if the candidate gives written information about the same in the medical test, certification, verification or self-declaration form, then his candidature will not be canceled on this basis alone.
If charges are framed in these cases, you will not get a job.
The candidate will not get a government job if charged or convicted in cases related to murder, riot, treason, kidnapping for ransom, rape, dowry death and POCSO Act. Apart from this, copying gangs, paper leakers, solver gangs, those giving exams in place of others and making fake certificates will also be ineligible for the job.
This rule will also be applicable to people involved in cyber crimes like digital arrest and swindling through UPI. Candidates will also be considered ineligible for government employment in cases related to Prevention of Corruption Act, Prevention of Money Laundering Act (PMLA), and Gangster Act.
