State Department Welcomes Thornhill to Anti-Trafficking Leadership

The Trump administration welcomed Barbera Thornhill on Tuesday, Oct. 13, as director of the State Department’s Office to Monitor and Combat Trafficking in Persons.

Thornhill holds the rank of ambassador-at-large.

Assistant Secretary Riley Barnes announced her arrival in a post on X, emphasizing the office’s work against trafficking and its support for survivors.

“Ambassador Thornhill, welcome to the team. I’m proud to have such a dedicated leader join us as Ambassador-at-Large to Monitor and Combat Trafficking in Persons,” Barnes wrote. “Human trafficking is a grave human rights issue and a transnational crime exploiting men, women, and children for profit. We will continue to go after traffickers, protect survivors, and deliver justice for the American people.”

Senate Confirmed Thornhill in August

Thornhill’s nomination was submitted to the Senate May 11.

Her confirmation hearing took place June 25, and the Senate confirmed her Aug. 7 by a vote of 51-47, according to the congressional record cited in the report.

Legis1 reported that the office had operated without a Senate-confirmed director since the beginning of Trump’s second term.

Previous director Cindy Dyer’s tenure ended with the Biden administration, according to PBS.

New Director Takes Over After Reported Staffing Cuts

Legis1 reported that the Trump administration laid off 70% of the office’s staff, leaving fewer than three dozen employees.

Thornhill’s arrival fills the leadership position as the office continues its work with a substantially reduced staff.

Thornhill Cites Charitable and Community Experience

In her prepared confirmation testimony, Thornhill highlighted her time with Mother Teresa and the Sisters of Charity in Calcutta.

She also cited involvement with Scouts BSA and the Children’s Institute of Los Angeles, where she served as board secretary.

“My past community involvements have led me to the conviction that Human Trafficking is among the most brutal and reprehensible crimes,” she said. “Confronting these crimes protects Americans by ensuring their natural rights, preventing their exploitation, and defending communities and businesses from criminal networks and unfair labor practices.”

Survivor Partnerships and Government Coordination Are Priorities

Thornhill said survivor experience should help guide the office’s policies and understanding of trafficking networks.

“I am committed to engaging survivors of human trafficking as partners. Their expertise shapes effective policies and provides insight into how traffickers operate,” she said.

Her testimony also outlined plans to strengthen cooperation among federal agencies.

“If confirmed, I will also prioritize stronger interagency coordination, leading unified efforts to support President Trump’s agenda and bring the weight of the U.S. government to bear against traffickers.”
