As the Tamilaga Vettri Kazhagam (TVK) chief, a popular actor-politician, signalled a governance style rooted in transparency and social responsibility, during a charged-up speech delivered to a packed Nehru Indoor Stadium in Chennai, observers were closely following his words and dissecting them.
The Federal spoke with R Bhagwan Singh, a senior journalist who has followed Tamil Nadu politics for decades, to understand the new chief minister’s inaugural priorities and the challenges ahead.
Here are some excerpts from interview:
How did you perceive Vijay’s first formal speech as chief minister?
His speech was highly emotional and cinematic, given that the audience largely consisted of his movie fans. But beyond the flair, it carried a mature tone. He emphasised forgiveness and accommodation, urging friends, associates, party members, and even those who did not vote for him to join in advancing the state’s development.

He also invoked big figures in Tamil Nadu politics, like K Kamaraj, focusing on administration, infrastructure, education, and rational governance, rather than just welfare giveaways.
Do you think he can move beyond a cinematic mindset into real governance?
I believe so. While his style was theatrical, he clearly communicated awareness of Tamil Nadu’s macroeconomic burden and the need for responsible governance. Unlike some predecessors who prioritised populist measures without financial planning, Vijay seems intent on balancing welfare with accountability.
What stood out to you in his delivery and content?
His speech was free-flowing, not steeped in classical Tamil literature like the Thirukkuralyet he promised transparency, corruption-free administration, and open governance—principles aligned with the Thirukkural. He emphasised inclusivity, rational thinking, and social development, which is refreshing for the state’s political landscape.
What do his first three signature initiatives indicate about his governance priorities?
Providing 200 units of free electricity to those consuming up to 500 units shows a focus on aiding the poor and middle class, though funding remains a challenge given the state’s debt of Rs 10 lakh crore. Establishing a special task force against drug abuse addresses growing concerns among school children, while the women’s brigade, Singaperi Padai, aims to enhance women’s safety — an urgent need in Tamil Nadu.

What are the major challenges he faces as chief minister?
The economy is a pressing challenge, especially with reduced central funding and high inflation. Vijay must balance his welfare promises against fiscal constraints. Politically, managing alliances and ensuring cooperation with the Centre will be crucial. Administratively, being a first-time MLA and chief minister, he relies heavily on bureaucrats for guidance.
Does his swearing-in ceremony with Rahul Gandhi indicate a stronger TVK-Congress relationship?
While it signals cooperation, the Congress’s reliability in long-term alliances is historically uncertain. Vijay will need to develop a strategic approach to alliances, ensuring the state’s interests are prioritised without being overly dependent on allies.
What do you see as the key to Vijay’s success as CM?
His commitment to releasing a white paper on the state’s economy and administration is critical. The success of his tenure will depend not on luck but on sustained effort from his team, including experienced bureaucrats, to implement policies effectively.
