Madhya Pradesh has moved forward in the direction of implementing Uniform Civil Code (UCC). The UCC Bill was passed after detailed discussion in the Assembly. With this, Madhya Pradesh has joined the list of select states which have approved the Uniform Civil Code.
During the passage of the bill, there was a heated debate between the party and the opposition in the House. Supporters called it an important step towards equality and uniformity, while opposing members raised questions about some of its provisions and process.
What is Uniform Civil Code (UCC)?
Uniform Civil Code is a law under which a uniform legal system applies to all citizens in civil matters like marriage, divorce, succession, adoption and division of property. At present different personal laws are applicable for different religious communities. The purpose of UCC is to create a uniform legal framework in these matters, so that the same rules apply to all citizens.

Which states have approved UCC so far?
After Madhya Pradesh, the number of states approving UCC has increased in the country. So far these states have taken steps in this direction…
1. Uttarakhand – The first state in the country to implement UCC law
2. Gujarat – The state government constituted a committee to initiate the process of implementing UCC and subsequently took necessary legislative steps.
3. Assam – The state government has taken initiatives to reform several personal laws and towards a Uniform Civil Code
4. Madhya Pradesh – After the UCC Bill was passed in the Assembly, this state has also joined this list.
However, the form and implementation process of UCC may vary across states.
What is the provision in the Constitution?
Article 44 of the Directive Principles of State Policy of the Indian Constitution states that the state should endeavor to implement a uniform civil code for all citizens.
Although this article is not enforceable in court, it is considered an important constitutional guide for governance.
Why is there debate about UCC?
Uniform Civil Code has been a topic of discussion in the country for a long time. Its supporters say that this will ensure equal rights for all citizens, provide greater legal protection to women and remove inequalities arising from different personal laws.
At the same time, the opposing side argues that India is a country with diverse religious and cultural traditions. In such a situation, broad dialogue and consensus is necessary, keeping in mind the traditions and personal laws of different communities.
What will happen next in Madhya Pradesh?
After the bill is passed by the Assembly, further constitutional and administrative processes will now be completed. After the Act is made, the government will prepare rules, on the basis of which the law will be implemented. After this, necessary guidelines will be issued to the concerned departments as per the new system.
