Sonbhadra/Uttar Pradesh –
In compliance with the press release number-322/ECI/INST/FUNC/BIEN-LC/2026 of the Election Commission of India dated December 26, 2016 and the press release number-783/CEO-2-10/2-2026 dated September 22, 2026 of the Chief Electoral Officer, Uttar Pradesh Lucknow, the Varanasi section graduate and teacher election of Uttar Pradesh Legislative Council has been formally announced.
District Magistrate/District Election Officer, Sonbhadra Charchad Gaur has informed that the notification of the said election in Sonbhadra district will be effective from September 29, 2026 and voting will be conducted on October 23, 2026.
A District Level Inquiry and Appellate Committee has been constituted by the District Election Officer to conduct the election process in a fair, transparent and peaceful manner and to investigate and release the money and material seized by the Expenditure Accounts Monitoring Teams as per the rules.

Main functioning and guidelines of the committee – Investigation and disposal of confiscation: The constituted committee will thoroughly investigate every case of confiscation done by the expenditure monitoring teams. If as per the Standard Operating Procedure (SOP) there is no FIR or complaint registered in the case and the seized material/cash is not found to be associated with any candidate or political party, the Committee will issue a 'Speaking Order' and order its immediate release.
Maintenance of transparent register: A numbered and date wise register of all entries related to seizure and release will be maintained by the Nodal Officer (Expenditure Team).
Information to Income Tax Department: If the amount to be released is more than ₹10 (ten) lakhs, it will be mandatory to inform the concerned Income Tax Officer before releasing it.
Speedy disposal of cases: All seized cases will be presented to the committee immediately. No case without FIR or complaint will be kept pending for more than 7 days after the polling date.
Use of EEMS software: EEMS (Electors Expenditure Monitoring System) software will be compulsorily used to send daily reports to the Election Commission.
