Uttarakhand Police has achieved another significant milestone in the field of cybercrime control, victim assistance, and technology-based policing. According to the State/UT Performance Matrix (January 1 to July 31, 2026) presented by the Prime Minister’s Office (PMO) at the PRAGATI review meeting held on August 6, 2026, Uttarakhand has ranked among the top five states nationwide in the field of cybercrime management.
Uttarakhand Chief Minister Pushkar Singh Dhami congratulated the Uttarakhand Police, stating that this achievement is a result of the state government’s work culture of “simplification, resolution, redressal, and satisfaction,” effective use of modern technology, and commitment. He expressed confidence that the Uttarakhand Police will continue to work with this commitment in the future to effectively control cybercrime, ensure the digital security of citizens, and build a secure cyber ecosystem.
Key standards covered
During the review, states and union territories were evaluated on the effective implementation of various national cyber initiatives run by the Indian Cyber Crime Coordination Centre (I4C) of the Ministry of Home Affairs. The evaluation covered key parameters such as establishment of S4C, e-Zero FIR, Grievance Redressal Module (GRM), Money Restoration Module (MRM), Sahyog Portal, Samanvaya, information sharing, CIAR compliance, CyTrain capacity building, national cyber hotspot analysis and cyber awareness (IEC).
Ranked among the top five states
The PRAGATI review found Uttarakhand’s performance to be highly effective across most key parameters. Specifically, the establishment of S4C, e-Zero FIR, GRM, MRM, Sahyog Portal, Samanvaya, information sharing, and cyber awareness campaigns placed the state among the top five states nationally.
Major achievements of Uttarakhand
Following the announcement by the Chief Minister of Uttarakhand, the state government has issued a notification establishing the Uttarakhand State Cyber Crime Coordination Center (US4C). Budgetary allocations have been made for the development of a separate building and necessary infrastructure for US4C. This will enable the development of a dedicated institutional framework for cybercrime control and coordination in the state.
The Special Task Force (STF), Uttarakhand, in collaboration with I4C, is continuously strengthening the cyber crime prevention, investigation, technical support, interstate coordination and victim assistance system.
▪️ Under the effective implementation of e-Zero FIR system, timely cases are being registered on almost all eligible complaints received.
▪️ Through Money Restoration Module (MRM), remarkable success has been achieved in securing and returning the money of victims of cyber fraud.
▪️ Effective control is being established on organized cyber crimes by running special campaigns against mule bank accounts and identifying, freezing and taking legal action against the accounts.
▪️ Effective use of GRM, Sahyog Portal and Samanvaya Portal has further strengthened the speedy redressal of complaints, action against illegal online content and coordination between states.
▪️ Modern technological system has been developed for identification and continuous monitoring of cyber crime hotspots.
Regular training and capacity building of police officers and employees is being done through CyTrain and Cyber Commando Programme.
▪️ Extensive cyber awareness campaigns are being conducted across the state for students, youth, women, senior citizens and general public.
Strong support system for citizens
The 1930 National Cyber Helpline operates 24×7 in Uttarakhand to provide immediate assistance to victims of cybercrime. Additionally, US4C’s dedicated GRM and MRM teams are working tirelessly to ensure prompt redressal of complaints, refunds, and necessary guidance.

This achievement is the result of the state government’s guidance, the coordinated and technology-based efforts of the Uttarakhand Police, the Special Task Force (STF), and all related units. He stated that the Uttarakhand Police’s goal is not only to effectively control cybercrime, but also to provide prompt assistance to every victim and ensure a safe digital environment for citizens. In the future, the campaign against cybercrime will be further strengthened through modern technology, expert training, and public awareness.
