Vietnam orders nationwide takedown of pirated film, music and game websites
Deputy Prime Minister Ho Quoc Dung signed the official dispatch on May 5 on behalf of the Prime Minister, directing decisive action to combat, prevent and handle intellectual property infringement.
The dispatch noted that enforcement efforts in recent times have produced positive shifts, with many cases detected and handled. However, infringement remains complex in certain sectors and localities, harming the investment and business environment as well as the legitimate rights and interests of citizens and businesses.
To drive stronger results, the Prime Minister ordered ministries, sectors, and localities to mobilize simultaneously and concentrate resources on a peak campaign nationwide from May 7 to 30, handling violations strictly with no exceptions.

The Ministry of Public Security has been assigned to lead and coordinate with other ministries in verifying, investigating, and prosecuting serious infringements of copyright, related rights, trademarks, and geographical indications. The ministry must also dismantle high-traffic copyright-infringing websites and the organizations operating them, particularly platforms offering pirated films, music, mobile video games, and television programs in Vietnamese and foreign languages.
The Ministry of National Defense will direct the Border Guard and Coast Guard to coordinate closely with the Ministry of Public Security and local authorities to control and intercept violations at land borders and at sea.
The Supreme People’s Procuracy and Supreme People’s Court were directed to step up oversight, prosecution, and adjudication of intellectual property cases, ensuring strict and lawful handling, with a focus on representative cases to strengthen deterrence.
The Ministry of Culture, Sports and Tourism will inspect compliance with software copyright at businesses, as well as copyrights for films, music, television programs, and video games online, and will handle or refer serious violations for further action.
The Ministry of Industry and Trade and provincial and city People’s Committees were instructed to direct market surveillance forces to step up inspections and handle counterfeit goods and industrial property violations.
The Ministry of Finance will direct customs authorities to intensify inspections of imports and exports and proactively suspend customs clearance where there are grounds to suspect goods infringe intellectual property rights.
Enforcement agencies were required to increase the number of cases detected, handled, and shipments held in suspended clearance by at least 20% compared with May 2025.
The Ministry of Foreign Affairs will coordinate with relevant ministries to share information on Vietnam’s intellectual property enforcement results with international partners.
The Prime Minister required ministries, sectors, and localities to file daily flash reports on the detection and handling of serious cases, with the Ministry of Science and Technology compiling weekly reports for government leaders or as requested. A full campaign report covering the period through May 30 must be submitted on May 31.
The Ministry of Science and Technology will lead in providing expert opinions and assessment conclusions to support the handling of industrial property infringements.
The Prime Minister assigned the National Steering Committee against Smuggling, Trade Fraud and Counterfeit Goods to coordinate inter-agency work, inspect, urge progress, and handle major and complex cases.
The PM also called on provincial and city Party Committee Secretaries to take direct charge of the effort, and ordered Chairpeople of provincial and city People’s Committees to swiftly establish inter-agency task forces, with the chairpeople themselves serving as heads, to mobilize coordinated forces against violations in their localities.
After May 30, ministries, sectors, and localities will continue reviewing, evaluating, and maintaining the measures on a regular and targeted basis.
