The commission will examine the rules related to reservation under the Uttar Pradesh Panchayat Raj Act, 1947 and the Uttar Pradesh Area Panchayat and District Panchayat Act, 1961. It will also review the operational framework under these.

According to the Cabinet note, under Article 243D of the Constitution and relevant state laws, reservation is provided for Scheduled Castes (SCs), Scheduled Tribes (STs) and Backward Classes in panchayat bodies. The cabinet note said that reservation for SC and ST will continue according to their population, while OBC reservation in panchayats It will remain at 27% of total seats only.
