10 year old mistake behind 15 deaths, the building on which the bulldozer was supposed to move became a death trap
Uttar Pradesh: The massive fire incident that took place on Monday in Aliganj area of Lucknow, the capital of Uttar Pradesh, has shocked the entire country. This fire broke out in a three-storey commercial building located on Usha Mehta Marg, in which 15 innocent people lost their lives. Most of them were students of Animation Centre. After this painful accident, a shocking revelation has now come to light from government documents. According to the records, the building where this accident took place was under the threat of demolition in 2016 due to illegal construction, but later this order was mysteriously withdrawn.
order to run bulldozer
According to government documents, a residential map was passed on August 20, 2014 for this 1992 square feet plot located in Sector-D of Aliganj Scheme. But keeping the rules in mind, commercial construction was started here. In the year 2016, Lucknow Development Authority filed a case against this illegal construction and after hearing, passed the final order to demolish the building on 10 May 2016. In a game of influence and legal maneuvering, the landlords challenged this order and within just two months, on 5 July 2016, the Lucknow Development Authority canceled its own demolition order.
Ownership registry changed several times
Investigation has also revealed that the ownership of this plot, which was allotted through lottery in 1980, changed several times in the last few decades. In 2005, the property was transferred to Vijay Kumar and Usha through a sale deed, in 2013 it was purchased by Virendra Pratap Shukla and Surendra Pratap Shukla, and in August 2014, the Lucknow Development Authority officially mutated the building to the new owners.
AC duct spark and death trap
Preliminary forensic investigation has indicated that the fire first broke out due to a short circuit in the air-conditioning duct of the building at around 3 pm on Monday afternoon. Due to the animation training center running on the upper floors and the pet shop and clinic located on the ground floor, there was a lot of inflammable material present inside. Within no time, poisonous smoke engulfed the entire building. Due to no emergency exit in the building, students were stuck on the upper floors.
Strict action in non-bailable sections
Teams of NDRF, SDRF and 19 fire engines had to cut concrete walls to rescue the trapped people. State Urban Development and Energy Minister A.K. Sharma has clearly said that violations of building standards and fire NOCs are being thoroughly investigated, and strict action will be taken against the culprits under non-bailable sections.
