The Haryana government has taken a tough stance on phasing out old commercial vehicles in the National Capital Region (NCR). Notices will be issued to BS-1, BS-II, BS-III and BS-IV category truck and bus owners in the NCR districts of the state and they will have to complete the process of removal or replacement of vehicles in the stipulated time frame.
The decision was taken in a meeting chaired by Chief Secretary Anurag Rastogi on Friday. In the meeting, the progress of phasing out old commercial vehicles in NCR under the 'Parivartan Yojana' of the Transport Department was reviewed.
The government has clarified that vehicle owners will have to dispose of old vehicles or replace them as per the prescribed procedure. BS-1, BS-II, BS-III and older vehicles will have to be scrapped at registered vehicle scrapping facility centres. Eligible BS-IV vehicles can be scrapped or sold in a non-NCA city or area outside the NCR. In their place, vehicles with more stringent emission standards or electric vehicles can be purchased as per BS-TOP standards.
Enforcement action will be taken against vehicle owners who do not follow the instructions. Under this, the vehicles concerned can be confiscated and sent to authorized vehicle scrapping centres. This action will be taken with the aim of effective implementation of the transformation plan and phasing out old polluting commercial vehicles in NCR.
Transport Department Commissioner and Secretary Atul Kumar said that a large number of old commercial vehicles have been identified in the NCR districts of the state. Therefore enforcement action is important to effectively implement the scheme. According to the Parivahan Parivartan portal, there are a total of 96,441 targeted vehicles in the state, which include 81,079 trucks and 15,362 buses.
The highest number of targeted vehicles is in Gurugram at 24,032, while 18,141 vehicles have been identified in Faridabad. Apart from this, a large number of old commercial vehicles have also been identified in Jind, Rewari, Sonipat, Jhajjar, Karnal, Panipat and Rohtak. There is also a provision of financial assistance along with strict compliance in the government scheme, so that the financial burden of replacing old vehicles on vehicle owners is reduced and they can easily move towards clean and less polluting vehicles.
Eligible vehicle owners purchasing a new BS-IV or electric vehicle will be given 100 percent exemption in motor vehicle tax for 10 years. You will get 50 percent discount on purchasing an eligible used vehicle in place of an old vehicle. Registration fees will also be completely waived under the scheme. Apart from this, there is a provision of 5 percent interest subvention on vehicle loans, waiver of liabilities pending for more than one year and a discount of up to 8 percent from the participating vehicle manufacturers.
