8th Pay Commission: Preparation for major changes in the pension system of central employees! Know who will get the benefit

A big and relief news is coming for the central employees. Even before the final recommendations of the 8th Pay Commission are implemented, the Central Government can take some important steps regarding the pension system. If internal discussions are to be believed, employees may get more freedom to choose their retirement fund and pension structure. If this proposal comes into effect, millions of employees will get the direct right to decide their future economic security.

Actually, there is still time for the 8th Pay Commission report to come. It is believed that the commission will submit its detailed report to the government by the first half of 2027. But employee organizations claim that the government can already bring a concrete formula to bring flexibility in pension rules. Although it is yet to be officially approved, but according to sources, a big movement can be seen in this direction within the next two to four months.

NPS vs OPS: Why the demand for freedom to choose pension structure?

In fact, the root of this entire controversy and demand is the difference between the old and new pension system. Central employees who joined service after January 1, 2004 were brought under the ambit of the National Pension System (NPS). In this, both the employees and the government contribute, but the final pension completely depends on the returns of the stock market. Due to this market risk, employees have been adamant on the demand for assured and guaranteed pension like Old Pension Scheme (OPS) for a long time.

Keeping in view this concern of the employees, the government found a middle path and announced the Unified Pension Scheme (UPS). But now many employee unions including the All India NPS Employees Federation (AINPSEF) are strongly putting forward the point before the 8th Pay Commission that no single system should be imposed on the employees. They should be given the freedom to decide for themselves whether they want to choose between NPS, UPS or any other secure structure.

VRS rules also discussed before 8th Pay Commission

Along with freedom of pension choice, employee organizations are also demanding relaxation in the stringent rules of Voluntary Retirement Scheme (VRS). Unions argue that many employees want to take early retirement for family or health reasons, but are disadvantaged by the existing complex rules.

After the formation of the Eighth Pay Commission, the Commission had sought written suggestions from all the stakeholders, employees and pensioners through its website. At present the Commission is engaged in round-table discussions with different employee unions. The commission will prepare its final report only after examining all these suggestions and economic mathematics.

Overall, this flurry of pension reforms before the implementation of the 8th Pay Commission has brought new hope for the central employees. If the government gives employees the option to choose pension, it could prove to be a practical solution to the pension debate that has been going on for years.
