Why are such huge arrears being discussed?

As per convention, if it is implemented with retrospective effect from January 1, 2026, employees will get hefty arrears of around 20 months. Due to this difference, lakhs of rupees will come into the hands of the employees.
How much will be the benefit at different levels?
According to the proposal of NC-JCM, the estimation of arrears at different levels of pay matrix is as follows:
- Level 1: If the basic pay increases from Rs 18,000 to Rs 69,000, then the arrears for 20 months will be Rs 51,000 per month. Rs 10.20 lakh will form.
