Canada Tightens Rules Against Immigration Fraud
The Canadian government confirmed that from July 15, 2026, immigration consultants involved in fraud or misleading practices could face severe punishment, including fines reaching ₹9 crore and jail terms.
Under the revised Canada Immigration Rules 2026, anyone offering immigration advice for money must hold a valid licence approved by either a provincial law society or the College of Immigration and Citizenship Consultants (CICC).
Punjab has remained one of the biggest victims of immigration fraud over the years. Families from cities like Jalandhar, Ludhiana and Amritsar have spent lakhs to send children abroad, only to later discover that documents, admission letters or job offers were fake.
Compensation Fund For Victims
One of the biggest highlights of the Canada Immigration Rules 2026 is the introduction of a compensation fund for victims of immigration fraud.
If a licensed consultant steals money, submits fake information or makes false promises that lead to financial loss, affected people may now claim compensation through the new system.
According to reports from Canada’s immigration department, nearly 10,000 fake admission letters were detected during 2024-25. Reports also claimed that around 80% of these cases were linked to applicants from Punjab and Gujarat.
The issue gained national attention after the 2023 case involving nearly 700 Indian students allegedly cheated through fake college offer letters linked to a consultant from Jalandhar.
New PR Priorities Create Anxiety
While anti-fraud measures have been welcomed, the PR-related changes under the Canada Immigration Rules 2026 have worried many Punjabi students and workers.
Canada has now decided to prioritise Permanent Residency applications for sectors facing worker shortages, including healthcare, construction, social work and STEM professions.
This change may impact international students and workers employed in restaurants, food delivery and hospitality sectors, where many Punjabis currently work.
Canada will also launch a public online directory from April 2027, allowing people to verify whether an immigration consultant is officially licensed and whether any disciplinary action has been taken against them.
