The Aap Government Is Distorting The Supreme Court Order The Court Did Not Allow Mass Murder

Political controversy regarding the issue of stray dogs has intensified in Punjab. After Chief Minister Bhagwant Mann announced a major campaign against stray and “dangerous” dogs across the state, BJP leader Tejinder Pal Singh Bagga has accused the Aam Aadmi Party government of misrepresenting the Supreme Court order.

The controversy started when Bhagwant Mann posted on social media platform He wrote, “Following the decision of the Honorable Supreme Court, the Punjab Government will launch a major campaign from tomorrow to eliminate stray and dangerous dogs that pose a threat to the lives of children and pedestrians.” He also thanked the Supreme Court for this decision.

After this statement of the Chief Minister, BJP leader Tajinder Bagga gave a sharp reaction. He addressed Bhagwant Mann as “Darubaaz” and alleged that the Punjab government was using the Supreme Court order to justify mass cull of stray dogs. Bagga wrote on

Also, the BJP leader has accused the Aam Aadmi Party Chief Minister of spreading wrong information through an email to the Supreme Court. While giving information on x he wrote, I have formally written to the Honorable Chief Justice of India regarding the public misrepresentation of the Supreme Court order on stray dogs by Punjab Chief Minister Bhagwant Mann. This Supreme Court order allows action only in specific and legally defined cases involving dogs suffering from rabies, incurable disease or clearly dangerous dogs; And that too after examination by veterinarians and while remaining within the ambit of the law. It does not authorize any kind of widespread and mass campaign to cull dogs.

This entire controversy has come to light after the recent comment of the Supreme Court, in which the court had refused to change its earlier order to remove stray dogs from sensitive areas like schools, hospitals and other public institutions. The court had also made it clear that even after sterilization or vaccination, such dogs should not be released back into sensitive areas.

“We considered in detail the petitions seeking withdrawal of the November 7 decision, but all the petitions were rejected,” a bench headed by Justice Vikram Nath had said during the hearing.

The Supreme Court also acknowledged that incidents of dog attacks have now spread to schools, residential colonies, airports and public places. The court also noted several extremely worrying incidents of attacks on children, the elderly and passengers.

However, animal rights organizations have warned governments that any action should not violate the Prevention of Cruelty to Animals Act and Animal Birth Control Rules. At present, it has not been clarified by the Punjab Government as to how the proposed campaign will be implemented on the ground.
