Big relief to migrant families of Jammu and Kashmir, Delhi Cabinet approves ‘One Time Amnesty Scheme’

New Delhi. An important decision has been taken for the migrant families of Jammu and Kashmir in the Delhi Cabinet meeting chaired by CM Rekha Gupta. The Cabinet has approved the proposals related to the Ad-hoc Monthly Relief (AMR) scheme, which will provide relief to thousands of migrant families living in the capital. Chief Minister Rekha Gupta said that about 1,832 Jammu and Kashmir migrant families registered with the Delhi government will benefit from this decision. The government says that this step has been taken in the direction of providing financial assistance to the displaced families and strengthening their social security. However, this scheme will be applicable only to those registered Jammu and Kashmir migrant families who have received relief till March 31, 2024. Eligible families will continue to receive monthly financial assistance as per the rules prescribed under the scheme.

According to the government, eligible migrant families from Jammu and Kashmir registered with the Delhi government will continue to get relief under the existing rules. The benefit of the scheme will be available only to those families who fulfill the prescribed eligibility criteria and are already under the ambit of the relief system. The Chief Minister said that the benefit of relief will be available to a maximum of four members in a family. This system will continue as before, while the relief distribution process has been simplified by removing conditions related to income and property.

According to the Chief Minister, migrant families registered under the scheme will be given one more opportunity to provide correct information about their current family members and update their Aadhaar details. This will help in removing errors present in government records and updating the details of beneficiaries. The government has also clarified that if any beneficiary has received relief in excess of the prescribed amount in the past inadvertently or due to some technical error, that excess amount will not be recovered. This decision will provide relief to the beneficiaries and is expected to increase cooperation in the record correction process.

Approval for payment of outstanding amount also

Chief Minister Rekha Gupta said that the cut-off date of the one-time amnesty scheme, which was earlier fixed as October 1, 2025, has now been extended to April 1, 2026. The government says that the purpose of this decision is to provide sufficient time to all eligible families to update their records and avail the benefits of the scheme. Along with this, the Cabinet has also amended the system related to payment of outstanding amount of Ad-hoc Monthly Relief. Earlier there was a provision for payment of outstanding relief amount till 30 September 2025, which has now been extended till 31 March 2026. This will facilitate the eligible families to get the pending relief amount.

The government has clarified that the process of adding, removing and bifurcating members from families will continue as before. This process will be conducted as per the prescribed rules related to family relations and marital status. If necessary, the information given by the beneficiaries can also be verified through the concerned SDM and Tehsildar, so that the records remain completely accurate and updated.

Relief amount will be transferred directly to the beneficiaries

Chief Minister Rekha Gupta said that the relief amount to the beneficiaries will be Aadhaar based direct. The government said that the relief amount received under the scheme will now be sent to the accounts of the beneficiaries through Direct Benefit Transfer (DBT), which will ensure transparent, timely and accurate distribution of assistance. Chief Minister Rekha Gupta said that the Delhi government will fully follow all the statutory provisions, financial rules, administrative procedures and guidelines issued from time to time in the operation of the scheme. He said that the entire scheme will be implemented with transparency and accountability, so that eligible families can get relief without any hindrance. According to the government, continuous expenditure is being made for the last several years on providing relief to migrant families displaced from Jammu and Kashmir and registered in Delhi. Relief amount has been paid regularly under this scheme from the year 2019-20 to 2024-25. The Chief Minister said that after the process of Aadhaar verification and updating the records of the beneficiaries, the data of the beneficiaries has become more accurate. As a result, genuine eligible families have been identified better and the expenditure on the scheme has also reduced in recent years.

Budgetary provision of Rs 30 crore

The government has made a budgetary provision of Rs 30 crore for the smooth operation of the scheme in the financial year 2026-27. Chief Minister Rekha Gupta said that the Delhi government will ensure that no eligible Jammu and Kashmir migrant family faces any problem in getting relief. He said the relief amount will be distributed through Direct Benefit Transfer (DBT), which will ensure transparency, timeliness and accountability. According to the Chief Minister, recently the Cabinet has approved several important reforms under the scheme. These include abolishing the eligibility conditions related to income and immovable property, extending the cut-off date of the one-time amnesty scheme to April 1, 2026, extending the deadline for payment of the outstanding relief amount to March 31, 2026, and making arrangements to update the records of the beneficiaries.

The government has also clarified that the process of adding, removing members and bifurcation of members in families will continue as before. If needed, verification will also be done through the concerned SDM and Tehsildar, so that assistance reaches only the eligible beneficiaries. Chief Minister Rekha Gupta said that the Delhi government is fully committed to the dignity, security, rehabilitation and welfare of Jammu and Kashmir migrant families. He said that the government will continue to take necessary steps to protect their interests and strengthen social security in future also.
