What is the grooming gang issue and why is it discussed now?

The so-called “grooming gang” controversy is once again in the news in Britain. MP Rupert Lowe gave an emotional speech in Parliament, reading out testimonies from people who were alleged victims of organized sexual exploitation. He said that the world should listen to the things that came to light during the hearing of the independent investigation.

Lowe urged lawmakers to listen seriously to victims’ testimony and take concrete action instead of merely arguing. He said that there should not have been any need for such an investigation, but it had to be conducted to provide justice to the victims.

Statements of the victims in Parliament, what did the leaders say?

During his address in Parliament, he read statements of many victims. These statements included allegations of long-term alleged sexual exploitation, violence, threats, racial discrimination and institutional failures. Some victims alleged that the police, health workers and child care organizations did not help them in time.

What is the matter?

These testimonies are related to the investigation of group-based child sexual abuse. A private investigation conducted last year found signs of alleged “gang-based child sexual exploitation” in at least 85 areas of Britain, according to documents obtained by Lowe.

What is the connection with Pakistan?

In a statement issued in August last year, it was said that such gangs have reportedly been active for several decades and their scope may be much wider than before. The statement also claimed that in many cases, names of men of Pakistani origin came to light and patterns of negligence on the part of public institutions were visible.

In testimonies read out in Parliament, many victims said they faced exploitation, threats and mental torture at a young age. Some victims alleged that perpetrators used race and religion to humiliate and control them.

How was physical torture done?

One victim reportedly said that some people considered Christian and white girls inferior, while Muslim girls were considered more respectable. She said that such comments were used to humiliate and mentally break her. Another victim alleged that her religious beliefs were ridiculed and she was mentally tortured.

Were women imprisoned in cages?

A woman alleged that she had seen 15 to 20 women locked in cages. The victim claimed that women were treated inhumanely there and had to suffer severe torture. She alleged that she too was abused in a very cruel manner.

According to the victim, instead of helping her, some people present there were video recording the entire incident, laughing and watching her torture as entertainment. While giving this testimony, Lowe said that the allegations that came to light during the investigation show the magnitude of this entire matter and that it requires serious action.”

Were allegations made against the police also?

Lowe also referred to a woman’s testimony in Parliament, in which she alleged that some police officers were among her alleged abusers. Other victims claimed that they were subjected to continuous exploitation for many years and that the relevant institutions failed to intervene in time.

In some testimonies, questions were also raised on hospitals and other public institutions. It was alleged that despite the victims coming forward several times, their situation was not taken seriously. Another testimony claimed that such activities allegedly increased during certain festivals and holidays.

Lowe said some of the testimony that emerged during the investigation was extremely disturbing. Some victims alleged severe physical and mental abuse and said they were kept under fear and pressure for prolonged periods.

In one of the last testimonies read in Parliament, the victim appealed that no other child should face such situations in the future and that responsible institutions should take action instead of fear.

When will the investigation report be released?

At the end of his speech, Lowe said that it is the responsibility of everyone present in Parliament House to not just limit themselves to discussion but to take real action. He said that the report related to his investigation will be released in the coming days and he believes that it could herald a big change on this issue in Britain.

What are Britain’s ‘grooming gangs’?

In Britain, the term “grooming gang” is used for cases in which children and teenagers are accused of being exploited over a long period of time by luring, intimidating, using drugs or otherwise.

The issue came into national focus after cases were reported in cities such as Rotherham, Rochdale and Oldham. Serious questions were also raised on the role of police, local administration and social services in these cases. Cases related to the sexual exploitation and abuse of children by grooming gangs in England and Wales are being investigated, according to an ongoing official investigation.

The history of the case shows that in the year 2002, the then MP Ann Cryer had for the first time publicly warned that girls in her constituency were being targeted by organized groups.

How many arrests were made in 2010?

Subsequently, in 2010, five people were convicted of sexual offenses against girls aged 12 to 16 in Rotherham. Subsequent investigations revealed organized exploitation networks in several towns, including Rotherham.

Over the coming years, convicts were sentenced in similar cases in many cities, including Rochdale, Oldham, Telford, Bristol, Oxford, Huddersfield, Halifax and Banbury. The allegations in these cases were that many girls aged between 11 and 16 were first taken into confidence, given gifts, attention, alcohol or drugs and later exploited.
