gross negligence of administration

NDMA had issued an alert long ago about the new wave of rain and storm. Punjab and Khyber Pakhtunkhwa were categorized as vulnerable zones between 12 and 17 April. The report states that the warning was issued on time but the administration did not take any concrete steps. This clearly shows that mere knowledge does not equal preparation to deal with a disaster.

obvious lack of preparation

Densely populated vulnerable areas like Chitral and Lahore were also identified long ago. According to the report, the experience of dealing with seasonal storms reflects the broader challenge of the Pakistan administration. The Pakistani administration simply lacks the ability to convert available information into effective action. Weather warnings are issued repeatedly but there is no change in the results at the ground level.
