To control pollution in Delhi and promote electric vehicles, a policy to phase out petrol-powered two-wheelers by 2028 has been finalised. The policy implemented in the capital has come as a shock to the two-wheeler and scooter drivers. Although this order seems very effective, the figures are not very comforting given the share of petrol vehicles in the total two-wheeler fleet in the capital.

In fact, the use of two-wheelers in the capital is low compared to other major cities in the country. According to the data for the financial year 2026, a total of 5,68,430 two-wheelers were registered in Delhi, which is a 25% increase over the previous year. But if we consider countrywide, this ratio is only 2.56%. In the last financial year, 2.2 crore two-wheelers were registered in the country.
What is the new policy of Delhi government?
On June 29, the Delhi government unveiled its draft EV Policy 2026, which will phase out registration of new petrol two-wheelers after April 2028. The government has made it clear that the decision is being taken due to pollution concerns. Now only electric bikes will be allowed in Delhi. For this, the government has announced incentives worth Rs 15,000 crore till FY 2030. These incentives can be given in the form of tax incentives for buying new vehicles, scrapping existing vehicles or setting up charging infrastructure.

Delhi is already an EV-friendly market for India, where electric two-wheelers account for around 7.25% of total two-wheeler sales. In FY 2026, approximately 41,243 e-bikes were registered in the capital. This is much higher than the national average, which was around 6.5%. The national average was also up from 6% in the previous financial year. Currently, due to the ban policy of the government, the number of e-bikes in Delhi is expected to increase by 12 to 14 times.

Under the Delhi government’s new EV policy, two-wheeler buyers will get a discount of thousands of rupees. In the first year, a rebate of up to Rs 30,000 can be given on the purchase of an e-wheeler. Additionally, if you scrap your old vehicle, you can get an additional discount of Rs 10,000. Scrap your petrol vehicle and get discount on e-vehicle purchase. But e-vehicle manufacturers are very happy with this new policy. According to him, increased demand will boost production.
