New rule of land registry implemented in Bihar, good news for ryots
Patna: Bihar government has taken a big step towards making the land registry system more transparent, secure and convenient for the citizens. Under the new system, now elderly people of 75 years of age and above will not have to make repeated visits to the registry office to get their land or flat registered. If needed, the department’s team will reach their home and complete the entire registration process.
Registration facility will be available sitting at home
The state government has started door-to-door registration service for senior citizens under the ‘Sabka Samman, Jeevan Aasan’ initiative. Earlier the benefit of this facility was proposed to be given to people above 80 years of age, but now the age limit has been reduced to 75 years. This will directly benefit a large number of elderly citizens.
Under this system, if an eligible elderly person wants to get the land or flat registered and is unable to reach the office, then the mobile registration unit will go to his house at the scheduled time and verify the necessary documents and complete the entire legal process. For this, the concerned department has also provided toll-free facility, so that people can apply easily.
Land information before registration
The biggest change made in the new system is that both the parties buying and selling land will be provided complete and updated legal information about the property before registration. With this, the buyer will be able to know whether there is any kind of dispute, mortgage or other legal hindrance on the concerned land.
Apart from this, digital records of the land will be prepared with the help of modern GIS technology and geo-tagging. The process of pre-verification will also be mandatory at the level of the concerned Circle Officer, which will significantly reduce the possibility of registration on the basis of wrong or fake documents.
The entire process will be online
The government is also working towards making the land registration system completely digital. Most of the process will be online, from application to verification of documents and registration. This will increase transparency, records will be safe and people’s time will also be saved. After the implementation of the digital system, any land record can be easily viewed and verified, which is expected to reduce legal disputes in future.
Changes in general registry rules also
Important changes have been made not only for the elderly, but also in the general land registry process. Now the Circle Officer (CO) and revenue officers of the concerned zone will have to inspect the land and submit their report within a maximum of 10 days. This will reduce unnecessary delays in the registration process and people will be able to get services on time.
There will be a ban on fraud and land disputes
Land related disputes have been a big problem in Bihar for a long time. In many cases, frauds like selling the same land in the names of different people have come to light, due to which buyers have to go to the courts for years for justice. In the new system, checking of legal status before registration, implementation of digital records, pre-verification and online process is expected to curb such cases to a great extent. This will provide security to honest buyers and the entire system of land buying and selling will become more reliable.
