New Delhi: The second week of the monsoon session of Parliament has started from Monday. An important bill related to banning paper leaks and use of unfair means in examinations is likely to be introduced in the Lok Sabha today. Union Minister Dr. Jitendra Singh will present the Public Examination (Prevention of Unfair Means) Amendment Bill being brought by the Central Government in the House. The main objective of this bill is to effectively curb paper leaks, cheating and other irregularities in public examinations.
This step of the government has come at a time when there is a continuous debate about the transparency of competitive and public examinations in India. Questions have been raised several times by student organizations and opposition parties regarding incidents of paper leaks and alleged irregularities in the examination process. In such a situation, the proposed amendment is being considered an important step towards making the examination system more secure and accountable.
Anti-paper leak amendment bill to be introduced in Lok Sabha
In today’s proceedings of the Lok Sabha, Union Minister Dr. Jitendra Singh will introduce a bill related to amendment in the Public Examination (Prevention of Unfair Means) Act, 2024. Notification in this regard has already been issued by the government. The broad objective of the proposed law is to prevent the use of unfair means in public examinations and maintain the credibility of the examination process.
Cheating in the examination, leaking of question paper or activities affecting the examination system can affect the future of lakhs of candidates. In such a situation, emphasis is being laid by the government on further strengthening the legal provisions in this area.
Congress gave notice of adjournment motion in Rajya Sabha
Meanwhile, Congress MP Syed Naseer Hussain has given notice of adjournment motion under Rule 267 in the Rajya Sabha, the upper house of the Parliament. It demands an immediate discussion on the alleged police action during the student protest in Delhi on 20 July 2026. The notice alleges that excessive force was used against the peacefully protesting students.
It also mentions the alleged use of pellet guns and tear gas and alleged misbehavior with women protesters. The opposition MP has demanded the Union Home Minister to fix accountability in this matter and give a detailed statement on the issues related to the right of police action. Congress has also demanded that the Prime Minister give a statement in the House to assure that the constitutional right to peaceful protests in the country will be protected.
Possibility of conflict between government and opposition
The second week of the monsoon session of Parliament may see political confrontation between the government and the opposition on many issues. On one hand, the government is taking legislative steps forward to improve the examination system and curb incidents like paper leaks, while the opposition is preparing to raise issues like student demonstrations and alleged police action in Parliament.
In such a situation, today’s action is considered very important. There is a possibility of an uproar in the Parliament amid the presentation of the amendment bill related to stopping paper leaks in the Lok Sabha and the demand for discussion on the students’ demonstration in the Rajya Sabha.
