Chief Minister Mohan Charan Majhi will lead a high-level Odisha delegation to Dubai on September 8–9 for an investors’ meet aimed at drawing fresh capital from the United Arab Emirates and the wider Gulf.
The visit comes as Odisha intensifies its outreach beyond India, positioning the state as a destination that can move from raw minerals to value-added manufacturing and clean energy. Industries Minister Sampad Chandra Swain will also attend the Dubai Investors’ Meet alongside the Chief Minister.
The state will showcase opportunities across metals, metal downstream, green energy equipment, renewable power, logistics, and port-led industry.
Odisha already has a high-profile UAE connection. In July 2026, the state signed an MoU with Abu Dhabi-based International Holding Company (IHC Group), in partnership with the Adani Group, for a mega integrated aluminium project of about ₹1.10 lakh crore (roughly $11.5 billion). The project, described as one of the largest FDI commitments in India’s mining and metallurgy space, is expected to create more than 53,500 jobs and push “green metals” and downstream manufacturing.

The Dubai meet is meant to build on that momentum. Odisha holds a large share of India’s mineral reserves—including substantial iron ore, bauxite, chromite, and other resources—along with a long coastline, operational ports, and expanding industrial corridors. The government has been arguing that these strengths, combined with policy stability and faster clearances, make the state competitive for energy-intensive and export-oriented units.
Majhi’s government has run a series of investor roadshows in Hyderabad, Kolkata, Ahmedabad, Vadodara, and New Delhi, repeatedly pitching Odisha as a growth engine for eastern India under the national Purvodaya vision. Recent High-Level Clearance Authority decisions have approved projects in steel and ferro alloys, green energy equipment and solar PV, rare-earth value addition, pharmaceuticals, and railway manufacturing.
At the Dubai event, the state is expected to highlight the shift from traditional mining and metals toward green hydrogen derivatives, solar manufacturing, critical minerals, and downstream parks.
