New Delhi. In the New Delhi Declaration of BRICS, member countries have strongly condemned terrorism in all its forms and forms. BRICS countries have also condemned the terrorist attack that took place in Pahalgam, Jammu and Kashmir on April 22, 2025. 26 people were killed in this attack. BRICS countries clearly say that terrorism cannot be accepted irrespective of the purpose, place or perpetrators. The BRICS countries have strongly condemned terrorism in all its forms and forms in the New Delhi Declaration. In this manifesto, the resolve to deal with challenges like cross-border terrorism, funding of terrorism and safe haven to terrorists has also been reiterated.

In the manifesto, BRICS clearly said that terrorism should not be linked to any religion, nationality, civilization or ethnic group. Along with this, the manifesto reiterates the appeal to adopt a policy of zero tolerance against terrorism, to hold terrorists accountable and to take concrete action against terrorists and terrorist organizations declared by the United Nations. Besides, there has also been a demand for early finalization and adoption of the 'Comprehensive Convention on International Terrorism' under the framework of the United Nations.
PM Modi proposed to the BRICS countries to adopt the New Delhi Declaration 2026. He said that no member has expressed any objection. After this the New Delhi Declaration 2026 was unanimously approved. In the New Delhi Declaration of BRICS, the member countries emphasized on preventing war and conflict, resolving international disputes through dialogue and diplomacy and respecting the viewpoints of all countries on global issues. The declaration expressed concern over unilateral tariffs and non-tariff measures, calling them against WTO rules.
