The deadlock between Punjab government and employees finally ends
The tense standoff that has been going on for a long time with the government employees of Punjab has now completely ended. Chief Minister Bhagwant Mann's government has announced a huge relief for more than eight lakh working employees and pensioners of the state by directly increasing their Dearness Allowance (DA) by a huge 8 percent. This historic decision has been taken after an important high-level meeting between Chief Minister Bhagwant Mann and key representatives of various employees and pensioners organizations. In this special meeting, along with ministers Aman Arora and Baljeet Kaur, many senior officials including Chief Secretary KAP Sinha, Secretary General Administration KK Yadav were also present.
Strike ends after meeting, DA will be increased from October 1
After the conclusion of this important meeting, President of 'Punjab State Ministerial Services Union' Gurnam Singh Virk informed the media that this DA increased by the government will start reaching the accounts of the employees from October 1. He also said that regarding many other pending demands of the employees, the government has given positive assurance that they will be discussed in detail soon. Let us tell you that this entire deadlock started on August 27 when more than three lakh government employees of the state took mass casual leave and went on a massive statewide strike, and were putting huge pressure on the government to fulfill all their demands including releasing their 18 percent pending dearness allowance.
Chief Minister Bhagwant Mann's big announcement and commitment towards employees
Issuing an official statement, Chief Minister Bhagwant Mann said that this major step reflects his government's unwavering commitment towards the employees, whom he described as the real backbone of the entire administrative machinery of the state. The Chief Minister announced that regular meetings will now be held every month to listen to the genuine problems of the employees and resolve them.
Apart from this, keeping in mind the convenience of women employees, a provision will be made to give them posting within a radius of 40 kilometers of their homes. CM Mann also proudly informed that his government has so far handed over about 70,000 government jobs to the youth through a completely transparent and corruption-free process. She also emphasized that no woman employee should ever be forced to choose between her illustrious career and family responsibilities.
The next round of important meeting will be held in the first week of October
Immediately after the meeting, Chief Minister Mann wrote in his message on the social media platform 'X' that today's meeting with employees and pensioners' organizations was held in a very positive atmosphere. He said that all our employees are a very important part of our own family, and keeping their welfare paramount, we have decided to increase the dearness allowance by 8 percent immediately. Employees will start getting this increase along with the salary for the month of October.
He further said that we have also openly discussed the issues that have been pending for many years, inherited from the previous governments, which include the old pension scheme i.e. OPS, salaries received during the probation period, and various matters related to Asha and Mid-Day Meal workers. The government will once again meet with these representatives in the first week of October to work together towards a permanent and concrete solution to all these old issues. The government clearly believes that there is no distance between them and the employees and every issue will be resolved only through mutual dialogue.
Money will be given in two installments, luck of employees brightened in the festive season
Describing the welfare of government employees, their full respect and all their legitimate concerns as the biggest priority of his government, CM Mann clarified that as per the decision taken, this increased DA will be released to the employees and pensioners in two separate installments of 4-4 percent, the direct financial benefit of which will be visible in their salaries from October 1.
Just before the upcoming festive season, this big decision of the government will provide huge financial relief and assistance to thousands of government employees, pensioners and their families. The Chief Minister said with great sensitivity that the government fully understands the day-to-day responsibilities performed by its employees and the stresses in their personal and professional lives. They believe that a happy employee always proves to be a productive employee, and when any employee works with complete satisfaction, dignity and peace of mind, the entire system works better and the general public also gets the best services.
All these big demands will also be investigated seriously.
The Chief Minister also clarified that the State Government is completely open-minded towards every genuine demand of its employees and pensioners. All these issues will be examined very sympathetically and in depth keeping in mind the current applicable rules, financial implications and legal position. The long-standing demands that the government will review mainly include the demand for pension fitment factor of 2.59, restoration of the old pension scheme, resumption of various allowances, proper implementation of Assured Career Progression (ACP), issues of letters of years 2015 and 2020 related to probation period, and normalization of court decisions and many other important demands.
The Government clearly states that no genuine problem related to employees is being ignored at all and each and every case is being examined with a very open and positive approach. Employee welfare is not a one-time task, rather it requires a continuous dialogue between the government and its hardworking workforce.
What was the whole controversy and why did this big storm arise?
It is noteworthy that earlier all the employees were completely adamant on the demand of payment of their DA dues in compliance with the strict instructions of the Punjab and Haryana High Court. Earlier, the Punjab government had approached the Supreme Court, challenging the High Court order, in which all the employees and pensioners of the state were directed to pay all the pending DA and dearness relief dues worth about Rs 14,191 crore within just a fortnight i.e. 15 days. The government's argument was that paying such a huge amount in such a short time was a very difficult task, but now after this new high-level meeting held in the meantime and the announcement of a spectacular increase of 8% in DA, this big political and employee movement going on in the state finally seems to be calming down.
