The Punjab State Power Corporation Limited (PSPCL) has introduced a 45-day Voluntary Disclosure Scheme (VDS) to enable agricultural tubewell consumers to regularise unauthorized additional load on their connections.
The scheme will remain in force from October 1, 2026, and will apply to agricultural power (AP) tubewell consumers existing up to May 29, 2026, according to PSPCL Commercial Circular No. 37/2026 issued under the directions of Punjab Chief Minister Bhagwant Singh Mann.
Under the scheme, the service connection charge for regularising additional load has been reduced to Rs 2,500 per horsepower, compared with the earlier normal rate of Rs 6,572 per horsepower. The security amount has also been fixed at Rs 200 per horsepower against the earlier rate of Rs 400 per horsepower.
Consumers can either remove the unauthorized additional load from their agricultural tubewell connections or opt to regularise it under the VDS by depositing the prescribed amount.
For self-declaration, consumers will have to submit the prescribed Form 1. If the process is undertaken through an authorized representative, the representative will also be required to submit an undertaking in Form 2.
During the VDS period, PSPCL field officers and enforcement teams will inspect agricultural connections to verify connected load and help consumers assess any unauthorized additional load.
PSPCL said no penalty or load surcharge will be imposed on unauthorized load detected during inspections or voluntarily disclosed by consumers during the scheme period.
The power utility has appealed to farmers to avail themselves of the scheme within the stipulated 45-day period and regularise unauthorized additional load according to the prescribed procedure.
Cases requiring capacity augmentation will be processed on a first-come, first-served basis. Where regularization requires augmentation of service lines, cables or transformer capacity, PSPCL will carry out the necessary work at its own cost.
