Malihabad/Lucknow. An application has surfaced in village Rampur Basti of Malihabad police station area making serious allegations against the village head. In the application, serious allegations have been made like alleged misappropriation of the amount of financial assistance received from the government in the name of the deceased father, dispute over land, alleged harassment of minor brothers, obstruction in the construction of the house and attempt to kill along with armed people. The aggrieved party has demanded the intervention of higher authorities in the case to register a case against the accused and ensure safety of life and property.
According to the application, the complainants are Dharam and Rajveer (minor), son of late Lallu, resident of village Rampur Basti, police station Malihabad, district Lucknow. The complainant, describing himself as belonging to the Scheduled Caste Pasi community, has said that his father Lallu died due to drowning in the river in the year 2021. After the sudden death of the father, the government provided financial assistance to the family.
Allegation of manipulation in the amount of government assistance
The complainant alleges that the present village head Ramshankar Kashyap, son of Ram Autar, resident of village Rampur Basti, had come to him with books and other documents related to the bank. It is alleged that the village head demanded Rs 20,000 from the family and when the money was not given, caste based abuses were allegedly used and pressure was put on. It has been alleged in the application that out of the assistance amount of about Rs 1.25 lakh received by the family from the government, Rs 16 thousand were allegedly embezzled. The complainant says that he does not have parents and since his family belongs to Scheduled Caste, he earns his living by doing hard labour. In such a situation, the amount of government assistance is very important for them.
Serious dispute regarding elder brother's land also
Another serious allegation made in the complaint is that about two months ago, the village head got the complainant's elder brother Karan sold his share of the land by coaxing him and allegedly by making him drink alcohol. It is alleged that the land was sold without proper payment and the entire sale amount was allegedly embezzled. According to the victim, an objection has also been filed in the court on behalf of his brother regarding this matter. It has been claimed in the application that the tension between the village head and the complainant family has increased further after this land dispute.
Accused of interfering in the construction of a house
The complainant has alleged that he is getting a house constructed for his residence, but the village head is continuously interfering in the construction work. It is alleged that in the name of saving the victim from his brother's land, he was asked to build a house at another place, but there too the construction work was allegedly being obstructed. The aggrieved party claims that they are being mentally harassed and constantly pressurized by the village head.

Accused of arriving with 10-12 armed people
The most serious allegation in the application has been made regarding the incident of August 9, 2026. According to the complainant, the village head along with about 10-12 unknown people approached him armed with weapons. It is alleged that all the people had come in a vehicle and reached there with the intention of killing the complainant.
The complainant said that the entire information related to the incident has been claimed to be captured in the CCTV camera. It has been alleged in the application that the village head and the people accompanying him threatened the complainant and said that if he took action against them or made any kind of complaint, he would be killed. The victim also alleges that the accused threatened him and said that if anyone helps against him, he too will have to face serious consequences. There is said to be an atmosphere of fear in the family after this incident.
Serious allegations of putting pressure on the police also
The complainant has also raised questions on the functioning of the police in his complaint. It is alleged that after complaining about the matter to the District Magistrate, the Inspector of Halka area of Kotwali Malihabad is allegedly putting undue pressure on the victim. It has been claimed in the application that an attempt is being made to withdraw the complainant's action by putting pressure on the police and an attempt is being made to dispose of the application by allegedly filing a false report. The complainant alleges that being troubled by the alleged harassment and threats of the village head, he has approached the authorities. The victim also alleged that the village head is putting pressure on the police and proper action is not being allowed to be taken in his case.
The victim appealed to the authorities for protection and trial
The complainant has demanded from the higher authorities that an impartial investigation should be conducted into the entire matter and strict action should be taken against the village head and his associates under the law. Also, the complainant has demanded to ensure safety of life and property of himself and his family. In the application, the authorities have also been requested to take the complaint seriously and give necessary instructions to the concerned police officers, register a case against the accused under appropriate sections and conduct an impartial investigation into the matter.
Many serious allegations raised questions
In this entire case, many serious allegations have been made within a single complaint like alleged misappropriation of government assistance amount, alleged fraud in land deal, interference in house construction, caste based abuses, threats, arriving with armed people and attempts to kill. At the same time, the police has also been accused of allegedly working under pressure from the accused party instead of helping the complainant.
However, the allegations made in the application have not been independently confirmed yet. The reality of these allegations will become clear only on the basis of police investigation and available evidence. Since the complainant has mentioned the CCTV footage, if the footage is available then its role can be important in the investigation. Now it remains to be seen whether the higher authorities take cognizance of this complaint and get the matter investigated impartially or not and if the allegations are found to be true, then what action is taken against the village head and other accused.
