Patna. A new system has been implemented for teachers working in government schools of Bihar. The state government has issued a new guideline regarding teacher transfer. Now the transfer of teachers will be done on the basis of a fixed procedure, online system and priority.
Will get transfer opportunity after 5 years of service
According to the new policy, under normal circumstances a teacher can apply for transfer after completion of 5 years of his service. The application process for this will start in March and the department will prepare to complete the process by June. However, transfer will not be based on application only. Vacant posts in the school, number of children and subject wise need of teachers will also be seen.
Decision based on numbers if there are more applications
If many teachers apply for one post in a school then the selection will be done on the basis of seniority marks. Marks will be decided keeping in mind the length of service, job in difficult terrain and special circumstances. Additional priority will be given to certain special cases like serious illness, disability and award winning teachers.
Different rules for male and female teachers
In the new system, separate provisions have been made for female teachers and male teachers. Female teachers may be given preference in posting around their home block, on request, while for male teachers, home district will be kept in mind. However, direct posting will not be given in Griha Panchayat or Ward.
For what reasons will the administration be able to transfer?
If the number of teachers in a school becomes unbalanced, studies are affected, persistent absenteeism or discipline-related problems arise, the department can also transfer the teacher on administrative grounds. The objective of the new policy is to provide facilities to teachers as well as to make proper arrangements for teachers in schools.
The entire process will be done through online portal
Now the process from applying for transfer to the final order will be done online. Teachers will apply on the portal, choose the school and the decision will be taken after committee scrutiny. Not getting the school of choice will not be considered alone as a reason for appeal.
Priority will be given on these 7 grounds
The government has decided the order of priority for transfer of teachers. Teachers suffering from serious illness, disabled teachers, teachers needing posting of husband and wife at one place, widows, women living separately and teachers handling the responsibility of single children, transfer with mutual consent, adjustment to balance the number of teachers in schools, general application.
Investigation will be done at three levels
Committees will be formed at different levels to decide the transfer. A committee headed by the District Magistrate in the district will investigate the cases. Whereas decisions on special and inter-district matters will be taken at the divisional level. Major cases will be reviewed at the state level.
