Patna. There is news of relief for the tenants who gave land for government projects in Bihar. Now the compensation during land acquisition will be calculated on the basis of new market value i.e. MVR (Minimum Value Register). The Revenue and Land Reforms Department has issued necessary instructions to all the District Magistrates in this regard. The new system will be considered effective from June 18.
Payment will be made on the basis of new market price
According to the government's instructions, if land is acquired for any scheme of the Central or State Government after June 18, the compensation will be determined on the basis of the revised MVR. There is a provision to pay 1.6 times the fixed market value of the land in rural areas and two times in urban areas. This change is expected to directly benefit land owners whose land is acquired for roads, highways, railways, irrigation, industrial projects or other government schemes.
There was resentment regarding the old rate
In fact, for a long time there was dissatisfaction among land owners regarding compensation being given on the basis of old MVR. In many cases the ryots were not ready to give the land at the old price. This was also affecting the pace of government projects and the process of land acquisition was taking a long time. Implementation of the new MVR will help in determining compensation as per the current market condition of the land. This is expected to reduce many hurdles in the acquisition process.
The method of determining the category of land also changed
There have been disputes at many places regarding compensation, not only the market value but also the nature of the land. Earlier, in many cases, payment was made on the basis of the type of land recorded in the old Khatian. But the actual use of many lands has changed over time. Now instructions have been given to make the process of grading based on the current nature of the land more clear. In the revised system, the value of land will be determined by placing it in different categories.
Land will be classified into seven categories
Under the new system, the nature of land is mainly divided into seven categories. These include commercial, industrial, residential, land along highways and main roads, irrigated, non-irrigated and barren land. The purpose of this classification is to decide the appropriate value of the land keeping in mind its actual use and its economic importance.
