Bihar: Big relief given to land owners associated with Greenfield Satellite Township projects, approval given for land purchase and transfer.
Bihar government has taken an important decision giving major relief to the land owners associated with greenfield satellite township projects. Urban Development and Housing Minister Nitish Mishra said that in the Council of Ministers meeting, an important decision has been taken keeping in mind the circumstances arising due to the ban on buying, selling and transfer of land and the emergent needs of the land owners.
Approval for land purchase and transfer
Minister Nitish Mishra said that as per the provisions of Bihar Raiati Land Purchase Policy, 2026, Bihar State Housing Board has been authorized to purchase land. Besides, government authorities have been given permission to acquire land as per requirement and to buy or lease land to investors for investment projects approved by the State Investment Promotion Board (SIPB).
Contingent needs of land owners will be resolved
Nitish Mishra said that this decision will help the land owners of greenfield satellite township areas to meet their immediate financial needs. If any ryot needs to sell his land then Bihar State Housing Board will be able to buy his land. At the same time, the concerned agencies will be able to acquire land for the projects of the Central and State Government.
You will get double and quadruple compensation in exchange of land
The Urban Development Minister said that under the Bihar Ryoti Land Purchase Policy, 2026, an amount equal to twice the market value or Minimum Valuation Rate (MVR), whichever is higher, will be given for the land in urban areas. Whereas for land in rural areas, payment will be equal to four times the market value or MVR, whichever is higher.
Apart from this, 10 percent additional incentive amount on the fixed amount will also be provided to the land owners.
District level committee will decide the market price
The government has given the responsibility of determining the market price to the district level tenant land purchase committee to provide fair and equitable price to the land owners. The land will be acquired or purchased on the basis of the price decided by the committee.
11 greenfield satellite townships have been approved
Nitish Mishra said that in the meeting of the Council of Ministers held on 22 April 2026, approval was given for the formation of 11 greenfield satellite townships in the state. These include Patliputra, Hariharnathpur, Magadha, Mithila, Koshi, Purnia, Anga, Sitapuram, Vikramshila, Tirhut and Saran satellite townships.
Investment and urban development will get new momentum
Expressing his gratitude to Chief Minister Samrat Chaudhary and all the members of the Council of Ministers, Nitish Mishra said that this decision will give new impetus to planned urban development, modern infrastructure creation and investment in the state. Besides solving the emergent needs of the land owners, it will also strengthen the overall development of Bihar.

The Urban Development Minister said that this decision of the state government is a step to establish a balance between development, investment and public interest. On one hand, this will protect the interests of land owners, while on the other hand, land availability will be ensured for big investments and infrastructure projects.
