Bulldozer will run on Azam Khan’s Johar University, order to demolish 38 buildings

Mohammad Ali Johar University located in Rampur, Uttar Pradesh is once again in the headlines. Rampur Development Authority (RDA) has ordered the demolition of 38 buildings constructed in the university campus. RDA says that these buildings were constructed without approved building plans, hence they are considered illegal. This action is being considered as a big blow for the university and the trust associated with it.

 

Johar University, considered the dream project of senior Samajwadi Party leader Azam Khan, has already been embroiled in many legal controversies. Azam Khan was the Chancellor of the University for a long time and the lifelong Chairman of Maulana Mohammad Ali Jauhar Trust. However, in early 2026, he and his family parted ways with the management of the trust.

Order for action issued after investigation

Rampur District Magistrate Ajay Kumar Dwivedi said that the report of the regional junior engineer had revealed illegal construction in the university campus. After this, the development authority issued a notice to the university management and sought a reply. The management presented its side on July 8, while the hearing was held on July 15 in the presence of both the parties. After hearing and examination of available records, an order for demolition of 38 buildings was issued under Section 27(1) of the Uttar Pradesh Urban Planning and Development Act, 1973.

University presented its stand, RDA did not accept the argument

During the hearing, the university said that Singankheda village where the campus is located was not under the jurisdiction of Rampur Development Authority till September 27, 2024. Therefore at that time there was no need to get the map passed from RDA. It was also said that the construction of the buildings had already been completed, hence the existing rules could not be implemented.

However, the development authority rejected these arguments. RDA says that it was mandatory to obtain permission from the concerned competent authority at the time of construction. In the records of the District Panchayat, only the maps of the Medical College and Academic Block were found approved, while no valid approval was found for the remaining 38 buildings.

Johar University has been in controversies before also

Mohammad Ali Jauhar University, which was started in the year 2006, has been in the headlines for the last few years due to land grab, violation of lease rules and many other legal disputes. The state government has already taken possession of a lot of university land. Now after the order to demolish 38 buildings, this matter has once again come into discussion.
