New Delhi: Central Government A new scheme aimed at curbing rising air pollution in the Delhi-NCR (National Capital Region) region has been approved; Under this scheme, old trucks and buses will be phased out. The scheme, worth around Rs 5,041 crore, aims to encourage the replacement of BS-IV and older commercial vehicles with BS-VI compliant or electric vehicles.

Financial assistance in exchange for old vehicles

Under this scheme, financial assistance will be provided to owners of old trucks and buses registered in Delhi-NCR; This assistance will be available to them when they deposit their vehicles at authorized ‘Scraping Kendras’ (Vehicle Scrapping Centres) or sell them outside the NCR area. However, there is a specific condition for availing this scheme: the vehicle owner must purchase another vehicle, be it new or second-hand (second-hand), in exchange for the old vehicle. This new vehicle must be BS-VI compliant or electric and registered in the same area (Delhi-NCR).

Moreover, the government has announced a significant incentive package to facilitate this change. This includes a discount of up to 5% on car loan interest. In addition, fuel ‘vouchers’ will be issued every month for a period of five years through oil marketing companies. Not only this, but with a view to encouraging people to easily switch from old vehicles to newer and less polluting alternatives, vehicle manufacturers will offer special discounts on the ‘ex-showroom’ price of vehicles.

Additionally, state governments have been encouraged to provide 100% exemption from ‘Motor Vehicle Tax’ and waive off registration fee on these new alternative vehicles. Under this scheme, citizens who purchase an old (second-hand) vehicle conforming to BS-VI standards will also be eligible for a 50% tax rebate. All these benefits will be applicable for a period of 10 years.

The scheme will be managed by several institutions

It is important to mention here that the scheme will be implemented jointly by several organizations. These include the Ministry of Road Transport and Highways (MoRTH), the National Capital Region Planning Board (NCRPB) and the state governments of Delhi, Haryana, Uttar Pradesh and Rajasthan. According to Information and Broadcasting Minister Ashwini Vaishnav, the main objective of the initiative is to bring under the scheme around 1,90,000 trucks and 16,000 buses, which are currently operating in the Delhi-NCR region, as well as complying with BS-IV and older emission norms.

A major cause of pollution in Delhi-NCR

Air pollution in Delhi-NCR is mainly contributed by old, diesel-powered commercial vehicles. According to government data, BS-I to BS-IV category vehicles emit 67 percent more carbon monoxide (CO) and 97 percent more ‘particulate matter’ (PM) compared to BS-VI category vehicles. The scheme is not limited to reducing pollution; It also aims to promote clean transport system. Under this initiative, the adoption of cleaner transport vehicles like electric trucks and buses is expected to accelerate. This will reduce dependence on diesel and reduce carbon emissions. It is important to note that the government’s objective is not limited to preventing pollution; It also aims to move Delhi-NCR towards a clean and sustainable transport ecosystem.
