New Delhi. The wait continues for the 8th Pay Commission for central employees and pensioners. The government has clarified in Parliament that the Commission has not yet submitted its final recommendations to the Central Government. In such a situation, when will the new salary system be implemented, what will be the fitment factor and how much will be the increase in the basic salary of the employees, the answers to these questions have not been revealed yet.
According to the information given by the Finance Ministry in the Lok Sabha on August 10, the 8th Central Pay Commission has been given 18 months from the date of formation to prepare its report. The Commission can also submit an interim report on a particular subject if needed.
The commission was formed on 3 November 2025
The 8th Central Pay Commission was constituted on 3 November 2025. Justice Ranjana Prakash Desai is its chairperson. The Commission has been entrusted with the responsibility of reviewing the salaries and benefits related to Central Government employees and pensioners and giving its recommendations. After the report of the commission comes, the government will consider its recommendations. Only after this it will be clear in what form the new pay scale will be implemented and when will the employees get the actual benefits.
Status not clear on date of implementation
The government was also asked in the Lok Sabha as to from which date the recommendations of the 8th Pay Commission will become effective. In response, the government said that since the Commission has not yet submitted its recommendations, no final information regarding the effective date can be given at this time. This simply means that the employees will have to wait for the Commission's report for possible changes in the fitment factor, revised basic pay and allowances.
2.92 Demand for fitment factor under discussion
A round of meetings is also going on between employee organizations and the Commission regarding the 8th Pay Commission. During the recent meetings held in Delhi, an organization associated with railway employees demanded a fitment factor of 2.92. At present the minimum basic salary of central employees is Rs 18,000. If for example only a fitment factor of 2.92 is applied, then based on the calculations the basic pay can be around Rs 52,560.
Demand to add DA to basic pay
The demand of including Dearness Allowance i.e. DA in the basic salary is also being raised by the employee organizations. Employees argue that this may increase the revised basic pay and may also affect the calculation of some allowances and retirement benefits in future. But no final decision has yet come from the Central Government regarding DA merger. Similarly, the final figure of fitment factor has also not been decided.
Pension and allowances will also be monitored
Apart from the central employees, pensioners are also keeping an eye on the recommendations of the commission. The scope of the Commission also includes review of matters related to pension and family pension. Therefore, after the report comes, it will be important to see what changes are suggested in the rules related to pension. At the same time, possible changes in HRA, transport allowance and other allowances will also be important for the employees. The final picture on these will be clear only from the recommendation of the commission and the subsequent decision of the government.
Now employees will have to wait
At present, the process of 8th Pay Commission is progressing and the Commission is collecting suggestions and demands from various parties. It is clear from the government's reply in Parliament that the final recommendations of the commission have not yet reached the government. Therefore, it would not be right to consider the figures of fitment factor and possible salary increase coming out in social media or various reports as the final decision. Employees and pensioners will have to wait for the report of the commission and the official announcement of the central government.
