Hanoi identifies 20 schools to trial English as 2nd language
Under a plan announced by the city People’s Committee, the 20 will be classified into three levels: basic and introductory, advanced, and flagship and leading.
Level 1 will apply to schools that are newly implementing the program or have limited resources, who have to organize activities that familiarize students with English through communication and hands-on experiences, help build the habit of using English in daily life, and gradually incorporate digital learning materials and technology into teaching.
Level 2 is for schools with the wherewithal to implement the program on a regular basis. These will expand their English-speaking environments, increase experiential activities and exchanges, and offer more learning content in English.
Schools with strong capabilities and the potential to provide professional support and share best practices will be classified under Level 3. These will create highly immersive English-speaking environments, teach subjects and organize activities in English, and expand international exchange programs.
The 2026-2027 school year will begin in September.

Under its master plan to make English the second language, Hanoi wants all schools to establish and maintain English-learning and communication environments suited by 2030.
The program is expected to cost around VND4.5 trillion (US$172 million) over the next decade, with the funds coming from the government and private sector.
The Ministry of Education and Training wants all school and university students to study English as the second language by 2035.
According to the ministry, an additional 12,000 preschool and 10,000 primary school English teachers will be required for the language to be used in the country’s 50,000 schools and by 30 million students.
It also plans to train at least 200,000 teachers capable of teaching subjects in English by 2030.
