JDU leader Rambachan Rai has been made the acting chairman of Bihar Legislative Council. Earlier on Monday, Awadhesh Narayan Singh had resigned from his post, after which this responsibility was handed over to Rambachan Rai.
Bihar: Senior Janata Dal United (JDU) leader and educationist Rambachan Rai has been made the new Chairman of Bihar Legislative Council. This change has happened after the resignation of the then Chairman Avadhesh Narayan Singh. Singh resigned from the post of Chairman on 28 September 2026, after which the responsibility of the top post of the Legislative Council went to JDU's Rambachan Rai.
After assuming the new responsibility of Rambachan Rai, JDU leaders met him and congratulated him. Bihar government minister and JDU legislature party leader Shravan Kumar reached the Speaker's office and congratulated him. This appointment is being seen as an important change in the parliamentary system of Bihar.
Rambachan Rai is a leader with long legislative experience.
Rambachan Rai has been associated with the functioning of Bihar Legislative Council and parliamentary processes for a long time. He was serving on the post of Deputy Chairman of the Legislative Council since July 2024. Even before this he has handled various responsibilities in the House. Rambachan Rai was nominated as a member of Bihar Legislative Council from the Governor quota in the year 2021. Earlier in 2015, he was made the deputy leader of the ruling party in the Legislative Council.
Due to this long experience, he is counted among the leaders who have a good understanding of the proceedings of the House, rules and parliamentary traditions. Now as the Chairman, his responsibility will be to conduct the proceedings of the House as per the rules and prescribed parliamentary procedures.
Rambachan Rai comes from a very backward society.
JDU leader Shravan Kumar welcomed the appointment of Rambachan Rai and said that he comes from a very backward society. According to him, he is the second person from this community to reach the post of Chairman of Bihar Legislative Council. JDU has expressed happiness over his appointment. Party leaders have linked this to his long political, social and legislative experience.
However, the importance of this appointment is not limited to political representation alone. Rambachan Roy also has long experience in the field of education and literature, which creates a distinct identity in his public life.
Professor and Head of Department at Patna University
Before becoming active in politics, Rambachan Rai also had a deep association with the academic field. He has been Professor and Head of the Department of Hindi in Patna University. His interest in Hindi literature and social issues also earned him recognition as an educationist and literary scholar. His supporters say that his combination of education, literature, and legislative working experience helps him understand parliamentary responsibilities.
Reference to changes in Bihar Legislative Council
The appointment of Rambachan Rai has come at a time when the politics of Bihar Legislative Council is also active. The election schedule for eight council seats in the state has been announced. According to the Election Commission, voting on these seats will take place on 23 October 2026 and counting of votes will take place on 27 October 2026. These eight seats include four graduates and four teachers constituencies.
JDU has also announced the names of four candidates for these elections, which include Neeraj Kumar from Patna graduate constituency, Abhishek Jha from Tirhut graduate, Anand Pushkar from Saran teacher and Ghanshyam Rai from Darbhanga teacher.
