The central government has taken this drastic decision to prevent the damage to the local industries by selling this chemical raw material from China to the Indian market at a very cheap price. The central government has reimposed anti-dumping duty of $460 to $681 per tonne on certain titanium dioxide products imported from China.
This step by the government after the findings
The government's move follows the findings of a new probe, which found that low-cost imports from China were hurting India's domestic industry. According to a notification issued by the revenue department on Saturday, the levy will remain in force for five years. But, this period can be reduced if it is canceled before that, amended or another charge is introduced instead.
Reconsideration of re-examination after order of High Court
Earlier, anti-dumping duty was imposed on titanium dioxide imported from China in May 2025. According to media reports, the Calcutta High Court ordered a reconsideration of the matter in a case filed by the Indian Paint Association. Following this, the charges previously imposed were withdrawn.
Following this, the Directorate General of Trade Remedies (DGTR) under the Ministry of Commerce initiated a fresh inquiry into the matter. On August 3, the DGTR announced the findings of its fresh inquiry and recommended levying charges. The inquiry found that products from China were being sold at dumping rates, causing losses to Indian domestic producers.
What is titanium dioxide used for?
Titanium dioxide is a white pigment used in the manufacture of paints, coatings, plastics and many other products. Demand for paints and their by-products increases in India before Diwali. Blocking cheap imports from China could increase production costs for companies involved in paint and plastics production.
What exactly is anti-dumping duty?
Anti-dumping duty is an additional duty imposed on products imported from another country. When companies in one country sell their products in another country's market at unreasonably low prices to the detriment of its domestic industry, such duties may be imposed after an investigation. Its purpose is to protect domestic producers from undue price competition. The decision to reimpose tariffs on certain titanium dioxide products from China is part of this process.
