Ruling National Conference and BJP trade protests over statehood and public concerns.
The Jammu and Kashmir Legislative Assembly has witnessed a politically charged week, with repeated disruptions, sloganshouting and protests turning the floor of the House into the centre of a wider political contest between the ruling National Conference and the Opposition BJP. At the heart of the confrontation is the question of restoring full statehood to Jammu and Kashmir.
For the National Conference, the issue has emerged as one of the principal political commitments before the elected government. The party has repeatedly argued that Jammu and Kashmir has gone through delimitation and elections and that restoration of statehood should now follow.
The BJP, while also maintaining that statehood should be restored, has sought to shift the focus towards the performance of the elected government and the promises made to voters during the 2024 Assembly elections. That difference in emphasis has increasingly defined the proceedings inside the House.
A House dominated by protests The week began with BJP legislators raising a series of issues concerning ordinary residents, government employees and different sections of the workforce. Power tariffs, regularisation of daily-wage workers, employment-related concerns and demands of various employee groups were among the issues brought into the political spotlight. BJP members repeatedly used placards to register their objections and, on several occasions, entered the Well of the House.
The visual message from the Opposition was straightforward: while the government is demanding restoration of statehood, the immediate concerns of people also require answers from the elected administration.The ruling benches, meanwhile, continued to raise the statehood issue and accused the BJP of avoiding the larger question of Jammu and Kashmir’s political status. The result was a House increasingly divided between two competing narratives. NC: “Statehood was promised”
For the National Conference, the argument centres on a commitment that it says was made by the Union government.Chief Minister Omar Abdullah has maintained that delimitation and Assembly elections have already taken place and that the restoration of statehood remains the pending part of the process. The government has therefore attempted to make statehood the central political question of the session. The issue received further prominence when the Chief Minister moved a resolution seeking restoration of full statehood. But the resolution itself became another point of confrontation after it referred to earlier Assembly resolutions, including the 2000 autonomy resolution.
The BJP objected to the reference, arguing that the discussion on restoration of statehood should not be combined with the earlier autonomy issue. The disagreement quickly moved from the substance of the resolution to the manner in which the House was conducting its proceedings, producing further protests and repeated disruptions. BJP: “What about the promises made to voters?” The BJP’s political counter is built around accountability.
ts legislators have sought to remind the government that the National Conference contested the 2024 elections with a detailed set of commitments concerning electricity, employment, welfare and other issues affecting people’s daily lives. The BJP’s argument is that an elected government must be questioned inside the Assembly on the delivery of those commitments. This has created an unusual political situation: the BJP is simultaneously opposing the way the statehood issue is being presented while arguing that the government should be held accountable for issues directly affecting households and employees.
The Opposition’s repeated appearance in the Well, placards and slogan-shouting have become a visible expression of that strategy. Statehood versus day-today governanceThe political argument inside the Assembly is therefore not simply about statehood.It is also about what the government should be discussing with the public.For the National Conference, restoration of statehood represents an unfinished political promise and a matter of institutional importance.
