He particularly raised the issue of safety of families who come to Tamil Nadu from other states in search of employment. According to him, such families live in economically weak conditions and are dependent on the local administration and law and order system for the safety of their children.

Gummidipoondi incident also mentioned
Nagendran in his statement also mentioned an earlier alleged sexual offense involving a three-year-old girl in Gummidipoondi. He said that even when people had not recovered from that incident, another case was reported from Tiruvottiyur.
In the Gummidipoondi case, allegations of alleged sexual assault of the girl and later throwing her in the bushes came to light. This incident also created concern at the local level.
