NEET paper leak: How was Telegram misused? The center said in the affidavit
In the NEET-UG 2026 paper leak case, the Central Government has made a big disclosure by filing an affidavit in the Delhi High Court. The government has said that messaging app Telegram was allegedly used to spread leaked question papers and exam-related material. Considering the seriousness of the matter, the Center told the court that it had received many complaints in this regard and the entire matter is being investigated.
According to the affidavit, the Ministry of Electronics and Information Technology (MeitY) was receiving continuous complaints regarding misuse of Telegram. It was alleged that some people were sharing the leaked content of NEET-UG exam through Telegram and promoting fraud related to it. The government said that action has been taken in this matter in a balanced and responsible manner.

NTA identified many channels and bots
The central government told the court that the National Testing Agency (NTA) has identified several channels, groups and bots on Telegram, which were being used to spread leaked question papers and examination content. Suspicious material was being delivered to a large number of students through these mediums, raising questions on the fairness of the examination.
The affidavit said that instead of immediately banning Telegram, the government adopted a policy of minimal intervention. Under this, a meeting was held between government officials and representatives of Telegram on June 3, 2026. During this, officials expressed concern over the company’s failure to stop suspicious channels running on the platform in time.

Telegram acknowledged technical challenges
According to the government, Telegram admitted that it is technically challenging for it to identify any suspicious content or channel in advance. The company also said that its moderators are taking action on those channels and groups whose information is given by users or government agencies.
Meanwhile, Union Education Minister Dharmendra Pradhan held a high-level meeting to take stock of the preparations for the NEET-UG re-exam. He told the officials that special care should be taken to ensure complete honesty, transparency and better system in conducting the examination and all the preparations related to re-exam should be completed on time.
