New rule implemented for land owners in Bihar, read full details

Patna: The Revenue and Land Reforms Department has taken a big decision to make the hearing of land related cases in Bihar more transparent and digital. Now physical (hard copy) documents or evidence will not be accepted from any party during the cases pending in Revenue Courts. All documents will have to be submitted through online mode only and hearing and decision will be taken on the basis of them.

The entire process will be online

The Revenue and Land Reforms Department has clarified that under the Revenue Court Management System (RCMS), the entire process from filing the case till issuing the final order will be conducted through digital medium. That means now all the processes like application, scrutiny of documents, hearing and orders will be completed through online platform.

Hard copy documents will not be accepted

The department had received information that at some places paper documents were being taken from the parties during the hearing. Considering this as contrary to the prescribed system, now it has been completely banned. According to the new rule, if any additional document or evidence is required during the hearing, then the concerned party will have to upload it only on the RCMS portal. The court will also decide the case only on the basis of records available online.

Digital records will increase transparency

The government says that with all the documents available online, the records will remain safe and the possibility of problems like tampering or loss of documents will be greatly reduced. Apart from this, all the parties will be able to present their views on the basis of the same digital record, which will also reduce the situation of disputes.

What will be the benefit to land owners?

After the implementation of the new system, land owners and other parties will not need to submit documents to the revenue offices again and again. The online process will save time, reduce unnecessary expenses and cases will also be heard in a more organized manner. People who live in remote areas will also get the facility to provide their documents through digital medium.
