Parliament approves bill imposing new sanctions on Russia-Iran, what is this bill about India-China?

The US House of Representatives has approved a new bill to tighten the noose on Russia-Iran. 262 lawmakers voted in favor and 159 against. The 61-page bill has now been sent to US President Trump for signature. This bill was also passed in the US Senate last month by 86-11 votes.
