PM Modi inaugurates ₹79,450 crore greenfield refinery in Rajasthan
Prime Minister Narendra Modi on Saturday inaugurated the country’s first greenfield integrated refinery-cum-petrochemical complex at Pachpadra in Rajasthan’s Balotra district.

Developed at a cost of approximately ₹79,450 crore, this project is considered an important achievement for India’s energy and petrochemical sector. According to the government, this complex will not only increase the domestic fuel production capacity but will also give a new impetus to the petrochemical industry.
The project has been developed under a joint venture between Hindustan Petroleum Corporation Limited (HPCL) and the Government of Rajasthan. Experts believe that this project will play an important role in India’s energy self-reliance, industrial development and employment generation.
9 million metric tons annual refining capacity
This state-of-the-art complex located at Pachpadra has the capacity to process 9 million metric tonnes (9 MMTPA) of crude oil per annum. Petrol, diesel, aviation fuel and other petroleum products will be produced through this refining process. Apart from this, a capacity of 2.4 million metric tonnes per annum (2.4 MMTPA) of petrochemicals has also been developed in this project, which will boost the production of plastics, chemicals and industrial raw materials.
Refinery equipped with modern technology
One of the biggest features of this refinery is its Nelson Complexity Index, which is said to be 17.0. This index reflects a refinery’s technical capability and efficiency in converting complex crude oil into high-value products. Such a high index places the project among the modern and advanced refineries of the world. Additionally, the petrochemical yield of the complex is more than 26 percent, indicating better resource utilization and production efficiency.
Energy security will be strengthened
India is among the world’s largest crude oil importers. In such a situation, increasing domestic refining and petrochemical production capacity is being considered an important part of the government’s long-term energy strategy. Experts believe the project will help reduce dependence on imported petrochemical products and make the country’s energy supply more stable. This will also help in meeting the increasing domestic demand in future.
This project is not limited to just one refinery. It is being developed as an anchor industry for regional industrial development. There are plans to develop a petrochemical and plastics park in the future around the refinery. This will provide new opportunities to downstream industries, small and medium enterprises and the manufacturing sector. The establishment of these industrial units will attract investment and is expected to accelerate industrial activities at the local level.
Employment and local economy will benefit
According to the government, this project will generate thousands of direct and indirect employment opportunities. A large number of jobs are likely to be created in construction, operations, logistics, transportation, maintenance and supporting industries. Especially the youth of western areas of Rajasthan are expected to get new opportunities for skill development and employment. Along with this, local business, housing, transportation and service sectors can also get positive economic benefits.
