Preparation to change MCD toll tax rules in Delhi, proposal of 5% increase every year on commercial vehicles

There may be changes in the rules related to MCD toll tax in Delhi soon. Municipal Corporation of Delhi (MCD) is preparing a new proposal regarding increase in toll tax on commercial vehicles. According to the proposal, there is a plan to increase the toll tax imposed on commercial vehicles entering the capital by 5% every year. The purpose of this change is said to be to increase the revenue income of the Municipal Corporation. If this proposal is implemented, the toll tax burden on trucks, commercial vehicles and other goods vehicles entering Delhi will continue to increase in the coming years.

A senior official said that any change in toll tax involves a lengthy administrative process. The official said that first of all the proposal is prepared and placed before the concerned committees. After this, approval has to be taken from Municipal Corporation House and Delhi Government. Changes in the rules are possible only after all the formalities. He said that after the government notifies the amendment in Delhi Municipal Corporation (Toll Tax) Bylaws, 2007 and after getting the approval of the House, an increase of 5 percent in toll tax will automatically be implemented every year.

The proposal to amend the bylaws related to toll tax in MCD has been passed in the meeting of the Corporation House. These bylaws empower the MCD to impose and collect toll tax on commercial vehicles entering the capital limits. Under the amendment, now a new category has also been included in the toll system. According to this, a separate category has been created for heavy trucks with 7-axles and more. Under this new system, a toll tax of Rs 2,000 will have to be paid on every entry of such trucks. Apart from this, vehicle owners have also been given the option to avail a monthly pass of Rs 60,000.

As per the proposed rates, toll tax on each entry will be as follows:

Taxi and tempo: ₹100

Bus and Canter: ₹200

Two-axle 6-wheeler truck: ₹400

3-axle (10-wheeler) truck: ₹800

Trucks with 4 to 6 axles: ₹2,000

Toll rates can be revised if necessary under directions like the Supreme Court or the Air Quality Management Commission (AQMC), but this increase will be within the pre-determined limit. The official said that these proposals of MCD are part of a major change in the toll collection system. Under this, there is a plan to make toll collection in the capital more modern and digital. Under this change, preparations are also being made to implement a barrier-free ‘multi-lane free-flow system’ by the end of this year. In this system, vehicles will not have to stop at toll plazas and fees will be collected through automated technology.

A tender has been issued to appoint a contractor to implement the new system and the bidding process is expected to be completed by June 30. According to officials, there are plans to make 20 major border toll plazas in Delhi barrier-free ahead of the winter pollution season starting in October this year in the capital. Under this, vehicles will no longer need to stop at toll points and the system will be based on completely automated technology. Apart from this, it is also targeted to convert all the remaining border points into barrier-free toll plazas by December 2026. MCD says that this change will not only reduce traffic jams, but will also make the toll collection process faster, transparent and digital.
