Kirill Dmitriev on Trump Russia Sanctions: Russian Presidential Envoy Kirill Dmitriev described US President Donald Trump's decision to waive new sanctions against Russia today, Saturday, October 17, 2026, as a 'historic moment'.
Russian President Vladimir Putin's envoy Dmitriev said on X, the Trump administration's suspension of the Graham Act is an important and truly historic moment.
The comment came after Trump signed an executive order.
His comments came hours after Trump signed an executive order that waived US sanctions and tariffs on Russia that were set to take effect under the law he signed last month, including duties on the country's goods and penalties on buying its oil and gas.
Dmitriev wrote that instead of sanctions and confrontation, we need dialogue, mutually beneficial cooperation and shared responsibility for global stability.
Trump waives new sanctions on Russia
The Lindsey Graham Act had given Trump the authority to impose up to 100 percent duty on large buyers of Russian oil and gas. Trump made this law a law by signing it last month. His decision to relax the sanctions came after he had made a deal with Putin, under which the sanctions imposed on Russia would be relaxed, in return Moscow would release large quantities of diesel into the global market.
The move came as Ukrainian President Volodymyr Zelensky urged EU leaders to provide nearly $80 billion in additional funding next year to help Kiev's war effort. He said he was defending his country because Trump's support for Ukraine was declining.
Diesel deal with Putin
Under an agreement signed last week, Trump said Russia would immediately supply more than 300,000 tons of diesel. Another 500,000 tonnes of diesel will be supplied in November, followed by another 1 million tonnes soon after.
The diesel deal between Trump and Putin has been criticized by both Republicans and Democrats. They argue that this would allow Russia to continue its fight against Ukraine without having much of an impact on global fuel prices, which have soared due to Trump's war against Iran.
The reason for relaxation in the executive order was given as the interest of the country. The White House did not immediately clarify why suspending the restrictions was in the country's interest. The decision was published on its website late in the evening, along with a notification that a report explaining the move had been submitted to Congress.
