A huge structural change is visible in the global economy and information technology (IT) landscape. For decades, America's 'H-1B visa' has been considered the biggest gateway to global opportunities—more than just a passport—for Indian IT professionals and multinational tech companies. However, recent drastic changes in US immigration policies, proposed record fees on new visa rules and stricter immigration norms have dealt a severe blow to this established equation. This new development has raised a big question before Indian IT giants, policy makers and young tech professionals: Is it time to move away from the US-centric model and look for strong and sustainable alternatives within India itself? New round of changes in immigration policies and background The US Department of Homeland Security (DHS) and immigration agencies are increasingly adopting a tough stance regarding the H-1B visa system. The hefty fees proposed for new H-1B applications under the new rules have made on-site sponsorship extremely expensive financially for Indian outsourcing companies. Higher minimum salary thresholds and prioritization of high-skilled applicants in the visa lottery process have made it more challenging than ever for early-career tech engineers to obtain a US visa. Additionally, Indian Science, Technology, Engineering and Mathematics (STEM) students completing their studies in the US have found it difficult to transfer from OPT to jobs in the H-1B category, further adding to the uncertainty of the American Dream. Historic expansion of Global Capability Centers (GCCs) in India While avenues are closing in the US, a new sunrise is taking place in the tech sector within India. Multinational companies (MNCs) have started consolidating their operations in India by shifting them from America. India is no longer just a back-end or outsourcing hub, but has become the center of global R&D. Big companies like JP Morgan, Amazon, Google, Microsoft and Walmart have unprecedentedly expanded their Global Capability Centers (GCCs) in India. In these centres, Indian developers, data scientists and architects are getting the opportunity to work directly for Fortune 500 companies, that too at packages that rival the levels of Silicon Valley. The power of deep-tech and indigenous digital public infrastructure: India's UPI, ONDC and Digital Public Infrastructure (DPI) have today become a big example globally. Huge investments are coming in the country in deep-tech areas like Generative AI (GenAI), semiconductor design and cloud architecture. The government's semiconductor manufacturing initiative and Make in India vision have opened new doors to high-level employment locally on both the hardware and software fronts. Indian youth are no longer limited to just coding, rather they are designing global products themselves. Reverse brain drain and emergence of domestic startup ecosystem Thousands of experienced Indian IT professionals have left the US and Europe in the last two-three years due to the complexities of immigration and the better lifestyle, attractive packages and vibrant startup culture in India that have left the US and Europe and returned home. This reverse brain drain is greatly strengthening India's local innovation ecosystem. India's unicorn startup ecosystem ranks third in the world, with huge demand for talent in fintech, healthtech, edtech and AI-based startups. The financial benefits that professionals working in these startups are getting through stock options (ESOPs) are much more attractive than traditional corporate jobs. Are there other global options besides India? The Indian IT industry is now diversifying its strategies globally to reduce excessive dependence on the US market. Countries like Germany and the UK are offering more favorable visa and work-permit policies for Indian tech professionals due to their declining workforce populations. Additionally, Middle East (GCC Region) hubs like Dubai, Riyadh and Abu Dhabi are undergoing massive digital transformation, where massive opportunities are emerging for Indian developers. There is a huge demand for software and robotics engineers in countries like South-East Asia and Japan due to the aging population. What are the challenges in creating an indigenous ecosystem? Although domestic and global options are growing rapidly in India, some major challenges still remain. Top-tier packages have grown in India, but the average salary of entry- and mid-level tech professionals is still low compared to American standards. Moreover, a large part of the Indian IT sector is still based on services, while more investment is required in product development i.e. product-based R&D. Infrastructure pressures such as traffic and pollution in metros also push many professionals to choose to go abroad, necessitating the development of IT parks in tier-II cities to address this. Not a crisis, but a golden period of self-reliance and new opportunities. The increasing strictness in American visa and immigration policies is not a devastating crisis for the Indian tech industry, but a huge strategic opportunity i.e. 'blessing in disguise'. It is time for India, which has been struggling with the problem of brain drain for decades, to make its tech ecosystem a global innovation hub instead of just a service-provider. The growing scope of GCCs, indigenous AI startups and the domestic digital market amply prove that the Indian IT sector no longer needs to be completely dependent on the US H-1B visa. There are excellent global options available in India itself and it is time to channelize our resources in the right direction towards making the country a leader in the field of technology.
