Fitment factor is considered to be the most important parameter under the 8th Pay Commission for central government employees, because their existing basic salary will be revised on the basis of this multiplier. At present, the 8th Pay Commission has not taken any final formal decision regarding the fitment factor. However, Economic Times has prepared an estimated figure of revised basic salary of employees from Level 5 to Level 8 based on different possible fitment factors like 2.0, 2.1, 2.25 and 2.57.
What is fitment factor?
In simple words, fitment factor is a kind of multiplier, which is directly used to decide the new basic salary by increasing the existing basic pay of the employees. For example, if the current basic salary of an employee is Rs 30,000 and the fitment factor is fixed at 2.0 in the 8th Pay Commission, then based on this calculation his new basic salary will increase to around Rs 60,000.
However, here employees need to keep in mind that the increase in basic pay does not at all mean that their entire in-hand (take-home) salary will directly double. Apart from the basic pay, the determination of in-hand salary also depends on the revised rules of Dearness Allowance (DA), House Rent Allowance (HRA) and other allowances.
What was the fitment factor in the 7th Pay Commission?
When the 7th Pay Commission was implemented, the Central Government had fixed the fitment factor of 2.57. But this time the employee organizations are demanding a much higher fitment factor than the 7th Pay Commission.
The National Council-Joint Consultative Machinery (NC-JCM) has strongly raised the demand of 3.833 fitment factor with the government. At the same time, some other major employee unions have recommended fixing the factor ranging from 3.833 to 4.0.
On the other hand, initial estimates of economic experts and analysts are indicating that the fitment factor in the 8th Pay Commission may be around 2.0 to 2.50. In such a situation, the final decision of the government and the Pay Commission will prove to be very decisive in terms of the expectations of the employees.
Level 5 Employees: How much will there be change in basic pay?
As per the current pay matrix of the 7th Pay Commission, the starting basic salary of Level 5 employees is Rs 29,200.
- At 2.0 Fitment Factor: If the fitment factor of 2.0 is implemented in the 8th Pay Commission, then the basic pay of a Level 5 employee may increase to around Rs 58,400.
- At 2.57 fitment factor: If the government implements a factor of 2.57, then this basic pay can directly increase to the level of around Rs 75,044.
The Economic Times calculations also include options of 2.1 and 2.25, although all these figures are purely speculative.
Increase in salary of employees from Level 6 to Level 8
- Level 6: The current starting basic salary of this pay level is Rs 35,400. If fitment factor of 2.0 is applied, it will increase to around Rs 70,800. At the same time, if the factor of 2.57 is fixed, this figure can reach around Rs 90,978.
- Level 7: The current starting basic pay in Level 7 is Rs 44,900. According to the fitment factor of 2.0, it can increase to Rs 89,800 and on the factor of 2.57 it can increase to around Rs 1,15,393.
- Level 8: Similarly, the current starting basic salary of Level 8 is Rs 47,600. If fitment factor of 2.0 is applied, it can reach Rs 95,200 and if factor of 2.57 is applied, it can reach around Rs 1,22,332.
Round of meetings continue, waiting for the final decision
The 8th Pay Commission is holding a series of consultation meetings with various employee unions and pensioners organizations in different parts of the country from August 2026 onwards. Very important meetings are proposed in Jaipur on 31st August and 1st September, followed by discussions with various stakeholders in Chennai and Puducherry in the month of September.
Therefore, all these figures ranging from 2.0 to 2.57 should be seen only as an estimate for the time being. The final determination of the actual basic salary and take-home pay of the central employees will be clear only after the fitment factor and the final recommendations of the 8th Pay Commission are formally approved by the Central Government.
