The people of Delhi will no longer have to face long wait for government services. An important bill was passed on Tuesday in the Monsoon Session of Delhi Assembly, under which it will be mandatory to provide more than 500 government services within the stipulated time. In case of delay in providing service, action will be taken against the concerned officer and fine can also be imposed on him. Under the new law, if a citizen does not get service within the stipulated time, his complaint will automatically reach higher authorities. This will speed up the process of resolving complaints and also increase the accountability of officers. The Assembly also approved a bill to end Delhi's Bed and Breakfast (B&B) policy. The government says that under the new system, a more effective policy will be brought for the tourism and hospitality sector.
Officials will be held accountable for delay
If any service is not provided within the stipulated time, a fine can be imposed on the concerned officer. Also, complaints related to delay in service will automatically reach senior officials, which will help in fixing accountability and quick resolution of complaints. The government says that this system will increase transparency in the delivery of government services, curb corruption and people will not have to visit offices. This new law will replace the existing Act of 2011.
You will be able to see the status of your application sitting at home
Delhi IT Minister Dr. Pankaj Singh said that the process of services will be made completely digital and transparent. Under this, each application will be given a unique number, through which citizens will be able to get information about the status of their application online sitting at home. He said that if any application is not processed within the prescribed time limit, it will automatically reach the senior officer through the auto-escalation system. This will ease monitoring of pending cases and ensure timely disposal of services.
Fine up to Rs 5000
Under the new provisions, accountability will be fixed for officers who delay service without proper reason or reject applications wrongly. According to the law, if the service is not provided within the prescribed time limit, a fine of Rs 250 per day will be imposed on the concerned officer, which can go up to a maximum of Rs 5,000. Apart from this, if an application is wrongly rejected, a provision has also been made to impose a fine ranging from Rs 250 to Rs 5,000 on the concerned officer. However, before taking any action, the officer will be given full opportunity to present his side.
Law will apply to these institutions also
This law will be applicable in the entire National Capital Territory (NCT) Delhi. Apart from the regular employees of the Delhi Government, its scope will also include the prescribed services provided by the Municipal Corporation (MCD), New Delhi Municipal Council (NDMC), Delhi Cantonment Council, Delhi Jal Board, Delhi Development Authority (DDA) and other notified local bodies and institutions.
Bread and breakfast policy withdrawn
A bill to withdraw the Bread and Breakfast (B&B) policy was also passed in the Delhi Assembly on Tuesday. The government has taken this step after the shortcomings and security concerns revealed in the Malviya Nagar fire. However, the government has clarified that it will not have any adverse impact on the units operating following the rules. The government says that a more effective and safer new policy will soon be introduced in place of the existing system, so that the tourism and hospitality sector can be operated in a better way.
Slums will be rehabilitated by 2025
The Assembly also approved the amendment bill related to slum rehabilitation. Under this, arrangements will now be made for the rehabilitation of people living in all the slums built by the year 2025, if they are removed due to any project or other reasons. Earlier this facility was available only to the residents of slums built till the year 2015. After the new amendment, the scope of rehabilitation has expanded, which is expected to benefit a large number of slum dwellers.
