The Master Plan for Delhi (MPD) 2047 outlines several major changes for the development of the capital. These include strategies ranging from controlling traffic and parking arrangements to redeveloping Old Delhi and commercial centres, controlling noise pollution, rejuvenating the Yamuna, redeveloping unauthorized settlements and slums, and preserving the heritage of the Lutyens Zone. The plan proposes to crack down on illegal parking on roads, link parking availability with new vehicle registration, declare Yamuna floodplains as no-construction zones and develop large-scale green corridors to increase greenery.
Traffic control and strict parking rulesStrict provisions have been introduced for traffic control and parking in Delhi. Heavy penalties have been proposed for illegal parking on roads and footpaths, and in severe cases, even cancellation of driving licenses and vehicle registrations. To reduce traffic in congested areas, congestion charges and parking fees will be fixed based on demand.
Cancellation of License and Registered Vehicle (RC): Illegal parking on roads and footpaths will attract heavy fines. In severe cases, the driving license can be suspended and the vehicle registration (RC) is proposed to be cancelled. Congestion charges will be imposed to decongest traffic in congested markets, Old Delhi and commercial centres. Dynamic parking fee will also be determined based on demand. New parking-linked registration: New vehicle registration will now be linked to parking availability. On-street parking in residential estates will be regulated through a permit system.
Smart Parking and Strict Restrictions:Special applications will be developed to provide real-time parking information. Parking in parks, playgrounds, Yamuna floodplains or ecologically sensitive areas will be strictly prohibited.
Changes in Old Delhi and the commercial centreThere are plans to redesign Old Delhi and the main commercial areas. This includes relocating wholesale trade and warehouses outside the city and developing selected areas to operate 24 hours a day. A zero tolerance policy will be enforced against encroachment and illegal construction.

Strategies to control noise pollutionTo control noise pollution amid increased traffic, changes will be made in the development of roads and surrounding areas. Green buffers will be developed on major roads, along with road and sidewalk surface modifications to reduce vehicular noise.
Green Buffer: Planting trees, earthen mounds and embankments along main roads will reduce traffic noise.
Improvement in road design: Roads and sidewalks will be resurfaced to reduce vehicular noise.
Noise Pollution Action Plan: A special action plan will be prepared and implemented to make Delhi greener and more livable.
