In the FIR lodged at Bharati Vidyapeeth police station, senior police inspector Mansing Patil along with two police sub-inspectors, a police constable and nine other policemen have been named as accused. The FIR was registered on September 24 on the complaint of Deputy Superintendent of Police Sanket Satish Gosavi posted in the Crime Investigation Department.
The case is related to the crime registered in Bharati Vidyapeeth police station. In this case, four accused themselves reached the police station on July 5 at around 3 pm. According to the complaint, he was formally arrested the same day at around 10.30 pm.
According to Deepak Netke's statement recorded before the Human Rights Commission, he and three other accused were in touch with Senior Police Inspector Mansingh Patil and other police officers and staff after reaching the police station. It is alleged that during this time he was beaten with a belt on his hands and legs.
According to the documents, the four accused were initially kept in the custody of police sub-inspector Nilesh Mokashi. Later the same day, he was handed over to the investigating officer of the case, Sub-Inspector of Police Anna Darade. On July 6, all four accused were produced before the First Class Judicial Magistrate Court No. 4, Pune. The court had sent him to police custody till July 9.
In the FIR, quoting the report of the Human Rights Commission, it has been said that on July 7, at around 5.30 pm, the four accused were taken to SRA Colony located near Lake Town. Video clip-1 and video clip-2 related to the incident that happened there also came to light during the investigation.
According to reports, the accused were publicly humiliated and forced to kneel with folded hands and apologize in front of citizens. The investigation report also said that no record was found in the general diary of the police station and the logbook of the police vehicle regarding the transportation of the crime accused to SRA Colony on July 7.
Statements of some policemen of Bharati Vidyapeeth police station were also recorded before the Human Rights Commission. According to the report, these policemen admitted to being present at the incident site and identified the officer seen in the video as Senior Police Inspector Mansingh Patil. It has been said in the report that the policemen also told about the announcements made there by Patil.
The report also mentions the medical examination of the accused. It said that despite the alleged assault on the four accused, there is no mention of injuries in their medical certificates. However, the report states that the body injury panchnama of one of the accused, Sarfaraz Shaikh, dated July 5, mentions an injury on the middle finger of his right hand. According to the report, this injury was not recorded in the medical certificate.
Based on the findings of the fact finding report of the Human Rights Commission, an FIR has been registered against 13 policemen under various sections of the Indian Justice Code.
The accused include senior police inspector Mansing Patil, police sub-inspectors Anna Madhukar Darade and Nilesh Rajendra Mokashi, police constable Sunil Dada Hanwate and policemen Sagar Chandrakant Borge, Soham Kailash Shendkar, Rahul Ashok Audhkar, Mitesh Dattatraya Chormole, Ravindra Shankar Gaikwad, Sandeep Laxman Agle, police sub-inspector Fakir and policemen Sutar and Pawar.
A case has been registered against them under sections 115(2), 127(2), 127(3), 131,352,351(2), 198 and 199 of the Indian Judicial Code. At present, further investigation is being conducted in the matter.
