Juniper Green Energy creates history, India’s first FDRE project reaches commissioning phase

Bureau Prayagraj- Junior Green Energy Limited has now achieved another major milestone after setting up India’s first merchant BESS in Bikaner. The company has commenced the commissioning of the country’s first Firm and Dispatchable Renewable Energy (FDRE) project under the key FDRE guidelines of the Government of India, marking another historic step for the Indian power sector. This integrated project combines 259 MWp solar, 280 MWh wind and 200 MWh BESS, *spread across Rajasthan and Gujarat.* It is designed to provide reliable, stable and timely clean energy as per the grid needs.

FDRE Framework:

A big step towards providing power as per need As renewable energy grew rapidly in India, balancing the grid became a major challenge, as solar does not provide power at night and wind cannot always be used at the time of need. To overcome this shortcoming, in June 2023, the Ministry of Power issued FDRE guidelines, in which developers were asked to combine solar, wind and battery storage in a single project, so that electricity can be provided on time as per the demand of the discom. Unlike traditional renewable energy, FDRE is available on a scheduled and on-demand basis, making it, for the first time, a clean and reliable alternative to coal-based power.

The 259 MW P solar capacity begins commercial operation in March 2026, while the 200 MWh BESS capacity begins operations in April 2026. Haryana will get clean power when it needs it most. As the heat increases in North India, power demand in Haryana is expected to reach record levels. As such, Juniper Green Energy is directly addressing this need by beginning the commissioning of the FDRE project ahead of schedule, which is an important step toward delivering reliable and clean energy.

SJVN FDRE Tender

Juniper Green Energy’s FDRE project was awarded through a tender floated by SJVN Limited under its SJVN FDRE scheme, in which leading renewable energy companies of the country participated through a competitive reverse auction. Juniper signed a 200 MW Power Purchase Agreement (PPA) with SJVN and subsequently SJVN entered into back-to-back Power Sale Agreements (PSA) with Haryana Power Purchase Center (HPPC), providing fixed and clean renewable power to Haryana. Among all the developers who made successful bids in this tender, Juniper Green Energy is the first to start the commissioning and also start supplying power.

FDRE: The next step in India’s energy transformation

The impact of FDRE is visible at many levels in India’s energy sector. This helps discoms source the clean power they need, while also encouraging larger investments in battery storage and faster rollout of storage systems in the country. After the release of FDRE guidelines by the Ministry of Power in 2023, agencies like SJVN, NHPC, SECI and NTPC have issued more than 10 tenders for more than 14 GW capacity, of which about 10 GW projects are under implementation, forming one of the fastest growing segments of India’s large-scale renewable energy market.
